Cao tốc Biên Hòa – Vũng Tàu dừng thực hiện đầu tư theo hình thức đối tác công tư (PPP) để chuyển sang đầu tư công. Dự án sẽ khởi công xây dựng trong năm 2023 và dự kiến hoàn thành năm 2025.

Phó Thủ tướng Lê Văn Thành vừa ký Quyết định về việc dừng thực hiện Dự án đầu tư xây dựng đường cao tốc Biên Hòa – Vũng Tàu (giai đoạn 1) theo phương thức đối tác công tư (Dự án) đã được phê duyệt chủ trương đầu tư tại Quyết định số 1602/QĐ-TTg ngày 23/9/2021.
Phó Thủ tướng giao Bộ Giao thông vận tải chủ trì xử lý các vấn đề có liên quan đến việc dừng thực hiện Dự án theo đúng quy định của pháp luật, tránh để xảy ra tranh chấp, khiếu kiện.
Trước đó, Bộ KH&ĐT cũng đã có văn bản gửi Văn phòng Chính phủ về việc dừng chủ trương đầu tư dự án đầu tư xây dựng đường cao tốc Biên Hòa – Vũng Tàu (giai đoạn 1) theo phương thức đối tác công tư (PPP).
Văn bản của Bộ KH&ĐT cho biết, theo báo cáo của Bộ GTVT, dự án đã được Thủ tướng Chính phủ phê duyệt chủ trương đầu tư theo phương thức PPP tại Quyết định 1602 ngày 23/9/2021 của Thủ tướng Chính phủ, dự án cần chuyển đổi sang hình thức đầu tư công để cơ bản hoàn thành năm 2025, đặc biệt là đoạn đi trùng với đường bộ cao tốc Bắc – Nam phía Đông, trong khi việc triển khai theo phương thức đối tác công tư đến năm 2026 mới cơ bản hoàn thành.
Tháng 6/2022, Quốc hội đã biểu quyết thông qua chủ trương đầu tư dự án cao tốc Biên Hòa – Vũng Tàu theo hình thức đầu tư công.
Tuyến đường có ý nghĩa quan trọng với quốc lộ 51
Cao tốc dài 53,7 km, trong đó điểm đầu kết nối với tuyến tránh quốc lộ 1 qua TP Biên Hòa; điểm cuối tại km53+700 giao với quốc lộ 56 thuộc TP Bà Rịa; vận tốc thiết kế 100 km/h.
Giai đoạn 1, tuyến đường được đầu tư 4-6 làn xe, trong đó từ điểm đầu đến nút giao Long Thành (giao với đường cao tốc TP HCM – Long Thành – Dầu Giây) 4 làn xe; từ nút giao Long Thành đến nút Tân Hiệp (giao với đường cao tốc Bến Lức – Long Thành) 6 làn xe; từ nút giao Tân Hiệp đến điểm cuối dự án 4 làn xe.
Sơ bộ tổng mức đầu tư dự án hơn 19.610 tỷ đồng, gồm phần vốn của nhà đầu tư khoảng 12.980 tỷ đồng, phần vốn nhà nước gần 6.630 tỷ đồng cho bồi thường, giải phóng mặt bằng, hỗ trợ tái định cư.
Tuyến đường hình thành sẽ giảm tải cho quốc lộ 51 và khai thác đồng bộ các tuyến cao tốc, đường tốc độ cao trên hành lang vận tải TP HCM – Vũng Tàu, phát huy tiềm năng của cảng biển Cái Mép – Thị Vải, sân bay Long Thành, thúc đẩy phát triển kinh tế xã hội các tỉnh Đồng Nai, Bà Rịa – Vũng Tàu và vùng Đông Nam Bộ.
