Tuyến cao tốc dài 50 km nối TP. HCM đến Mộc Bài, tỉnh Tây Ninh, được tính toán cần 16.729 tỷ đồng đầu tư giai đoạn một với quy mô 4 làn xe, vận tốc 120 km/h.
Cắt giảm 3km chiều dài tuyến
Nội dung vừa được UBND TP. HCM gửi Bộ Kế hoạch và Đầu tư để thẩm định báo cáo nghiên cứu tiền khả thi dự án cao tốc nêu trên. Mức này tăng hơn 800 tỷ đồng so với tổng vốn dự tính (15.900 tỷ đồng) hồi tháng 5/2021 và hơn 6.000 tỷ đồng so với lần công bố hồi năm 2019 (10.700 tỷ đồng).
Tuyến đường sẽ thực hiện theo phương thức PPP, hợp đồng BOT (xây dựng – kinh doanh – chuyển giao). Trong tổng vốn thực hiện, nhà đầu tư dự kiến huy động gần 9.300 tỷ đồng; khi hoàn thành thu phí hoàn vốn 18 năm 1 tháng. Phần còn lại ngân sách hai địa phương dùng để chi trả giải phóng mặt bằng.
Theo nghiên cứu tiền khả thi, cao tốc TP. HCM – Mộc Bài có điểm đầu giao giữa tỉnh lộ 15 với Vành đai 3 (huyện Củ Chi, TP. HCM); điểm cuối kết nối quốc lộ 22 ở huyện Bến Cầu (tỉnh Tây Ninh). Toàn tuyến dài khoảng 50km (giảm khoảng 3km so với tính toán lúc trước), trong đó đoạn qua TP HCM dài gần 24 km, còn lại thuộc địa phận Tây Ninh.
Dự án cao tốc sẽ được giải phóng mặt bằng theo quy mô hoàn chỉnh từ đầu với tổng diện tích hơn 435ha, hơn 570 hộ dân bị ảnh hưởng. Toàn tuyến được xây dựng trước 4 làn xe trong giai đoạn một, sau đó sẽ mở rộng lên 6-8 làn khi hoàn thiện theo quy hoạch.
Cao tốc TP HCM – Mộc Bài sẽ hoàn thành trong 3 năm
Những đoạn cao tốc đi qua khu dân cư hiện hữu được tính toán xây dựng thêm các đường gom dân sinh, đáp ứng một làn xe, rộng 3,5m. Riêng phần cuối tuyến ở khu vực cửa khẩu Mộc Bài, TP. HCM kiến nghị thời gian đầu tạm thời tận dụng đoạn quốc lộ 22 hiện hữu để giảm kinh phí đầu tư, sau đó mới tính toán mở rộng lên theo quy hoạch.
TP.HCM dự kiến các thủ tục lập, thẩm định, phê duyệt báo cáo nghiên cứu tiền khả thi dự án sẽ hoàn thành quý 3/2023, sau đó chọn nhà đầu tư ký kết hợp đồng vào quý 2/2024. Công tác giải phóng mặt bằng thực hiện từ quý 4/2023 đến quý 3/2025. Công trình được thi công hoàn thành trong ba năm, từ 2024 đến 2027.
Cao tốc TP HCM – Mộc Bài đi qua hai địa phương, nhưng TP. HCM được giao chủ trì thực hiện. Đây là tuyến đường đặc biệt quan trọng góp phần hoàn thiện mạng lưới giao thông Vùng kinh tế trọng điểm phía Nam; tăng năng lực khai thác đường liên vận quốc tế nối TP HCM với Campuchia. Công trình phá thế độc đạo, tạo tuyến đường mới kết nối TP HCM qua Tây Ninh, giảm tải quốc lộ 22.
