Sân bay chuyên dùng cho máy bay, thủy phi cơ, trực thăng hoạt động để khai thác hàng không chung hoặc chở khách, hành lý, hàng hóa, bưu gửi, không phải vận chuyển công cộng. Sân bay chuyên dùng bảo đảm hài hòa lợi ích quốc gia với cộng đồng, đáp ứng nhiệm vụ quốc phòng, an ninh, chủ quyền và phát triển kinh tế, xã hội, hội nhập quốc tế.

Với dự án này sân bay Hớn Quản sẽ là một đòn bẩy nhanh chóng sớm đưa Bình Phước trở thành trung tâm công nghiệp lớn tại phía Nam với đầu tàu và thủ phủ công nghiệp Chơn Thành.
