Ngày 25/7, Thủ tướng Chính phủ Phạm Minh Chính tham dự Hội nghị công bố quy hoạch và xúc tiến đầu tư tỉnh Long An. Cùng dự có lãnh đạo các ban, bộ, ngành Trung ương, tỉnh Long An và các địa phương trong vùng. Đại diện cộng đồng doanh nghiệp, doanh nhân, các nhà đầu tư trong và ngoài nước.
Tạo môi trường đầu tư kinh doanh thuận lợi
Phát biểu chỉ đạo tại hội nghị, Thủ tướng Phạm Minh Chính cho biết, Long An hội tụ nhiều tiềm năng khác biệt, cơ hội nổi trội, lợi thế cạnh tranh. Để phát triển kinh tế – xã hội nhanh và bền vững; là điểm đến hấp dẫn đối với các nhà đầu tư trong nước và quốc tế. Tạo động lực phát triển không chỉ cho Long An, mà còn lan tỏa cho vùng ĐBSCL và cả nước.
Tỉnh Long An phải phát huy truyền thống lịch sử, hóa giải được những mâu thuẫn thách thức và tồn tại của mình, phát huy vị trí địa lý. Tự lực tự cường đi lên từ nội lực, cải thiện môi trường đầu tư kinh doanh cho tốt hơn. Xây dựng hệ thống chính trị trong sạch vững mạnh, phòng chống tham nhũng, tiêu cực.
Thời gian tới, Thủ tướng đề nghị tỉnh Long An khẩn trương triển khai quyết liệt, đồng bộ, hiệu quả quy hoạch tỉnh, nhất là các ngành, lĩnh vực là tiềm năng, lợi thế; Đẩy mạnh chuyển dịch cơ cấu kinh tế, gắn với đổi mới mô hình tăng trưởng, nâng cao năng suất và năng lực cạnh tranh. Dựa trên nền tảng chuyển đổi số, khoa học công nghệ và đổi mới sáng tạo, phát triển kinh tế xanh, kinh tế tuần hoàn, thích ứng với biến đổi khí hậu.
Long An tập trung đầu tư kết cấu hạ kinh tế – xã hội, nhất là hạ tầng giao thông, hệ thống đô thị, khu công nghiệp và cụm công nghiệp. Chú trọng phát triển nhà ở xã hội, nhà ở cho công nhân. Trong đó tạo thuận lợi về đất đai, thủ tục hành chính, huy động các doanh nghiệp và người dân tham gia. Tập trung phát triển logistics, đóng vai trò trung chuyển cho vùng ĐBSCL.
Bên cạnh đó, tỉnh tiếp tục đẩy mạnh cải cách thủ tục hành chính, cải thiện môi trường đầu tư kinh doanh, nâng cao năng lực cạnh tranh. Tăng cường đối thoại, kịp thời giải quyết khó khăn vướng mắc, tạo thuận lợi cho nhà đầu tư, doanh nghiệp. Xây dựng bộ máy tinh gọn, nâng cao hiệu lực, hiệu quả gắn với xây dựng đội ngũ công chức, viên chức có chất lượng, được đào tạo bài bản.
Đối với cộng đồng doanh nghiệp, nhà đầu tư, Thủ tướng đề nghị phải có chiến lược kinh doanh lâu dài, bền vững. Thực hiện đúng cam kết đầu tư, thoả thuận hợp tác, tuân thủ luật pháp, theo quy hoạch của tỉnh; Đồng hành với chính quyền các cấp, thẳng thắn góp ý, kiến nghị có trách nhiệm, xây dựng với chính quyền; Thực hiện tốt văn hóa kinh doanh, tinh thần “lợi ích hài hòa, rủi ro chia sẻ”; Bảo đảm chế độ, chính sách cho người lao động, tích cực tham gia đảm bảo an sinh xã hội.
Các doanh nghiệp được trao giấy chứng nhận đăng ký đầu tư và chủ trương đầu tư khẩn trương hoàn thành thủ tục và đẩy nhanh tiến độ. Sớm đưa dự án vào hoạt động với tinh thần “đã nói là phải làm; đã cam kết phải thực hiện hiệu quả”.
Thủ tướng yêu cầu các bộ, ngành giải quyết kịp thời, hiệu quả những kiến nghị, đề xuất của tỉnh và người dân, doanh nghiệp; Kịp thời hoàn thiện các quy định pháp luật, cơ chế chính sách liên quan; Phối hợp chặt chẽ với tỉnh Long An đánh giá thực trạng, có các giải pháp cải thiện môi trường đầu tư, tạo điều kiện thuận lợi tiết giảm chi phí cho các doanh nghiệp và nhà đầu tư.
Tiền đề phát triển
Hội nghị công bố Quy hoạch và xúc tiến đầu tư tỉnh Long An là sự kiện có ý nghĩa rất quan trọng đối với việc triển khai thực hiện quy hoạch tỉnh. Huy động các nguồn lực, thu hút đầu tư, thúc đẩy phát triển kinh tế – xã hội của Long An trong thời gian tới.
Đồng thời, hội nghị cũng là sự tiếp tục cụ thể hóa các chủ trương, đường lối, chính sách của Đảng, Nhà nước về phát triển vùng Đồng bằng sông Cửu Long (ĐBSCL) nói chung và tỉnh Long An nói riêng. Mới nhất là Nghị quyết 13-NQ/TW của Bộ Chính trị về phương hướng phát triển kinh tế – xã hội, bảo đảm quốc phòng, an ninh vùng ĐBSCL đến năm 2030, tầm nhìn đến năm 2045.
Qua hơn 2 năm thực hiện, ngày 13/6/2023, Quy hoạch tỉnh Long An thời kỳ 2021-2030, tầm nhìn đến năm 2050 đã được Thủ tướng Chính phủ phê duyệt tại Quyết định số 686/QĐ-TTg. Tỉnh Long An là địa phương thứ 10 trên cả nước và đầu tiên của khu vực phía Nam được phê duyệt quy hoạch.
Ông Nguyễn Văn Được, Bí thư Tỉnh ủy Long An khẳng định. Quy hoạch tỉnh thời kỳ 2021-2030, tầm nhìn đến năm 2050 được duyệt là cơ sở, là tiền đề quan trọng để lãnh đạo, chỉ đạo phát triển kinh tế – xã hội của tỉnh. Hướng tới mục tiêu xây dựng Long An trở thành trung tâm phát triển kinh tế năng động, hiệu quả, bền vững của khu vực phía Nam vào năm 2030.
Tại hội nghị, các đại biểu cũng có cơ hội tìm hiểu thông tin về tình hình kinh tế-xã hội của tỉnh; Tham quan các gian hàng trưng bày, giới thiệu những sản phẩm đặc trưng và thế mạnh của Long An.
Bên cạnh đó, nhà đầu tư trong và ngoài nước sẽ nắm bắt được thông tin về các chủ trương, chính sách của tỉnh. Định hướng phát triển của tỉnh đồng thời tiếp cận được các dự án mà tỉnh đang kêu gọi đầu tư để nắm thông tin.
Tỉnh Long An sẽ tổ chức trao quyết định chủ trương, giấy chứng nhận đầu tư, ký kết thỏa thuận hợp tác (MOU) với các nhà đầu tư.
