Bình Dương đôn đốc công tác đầu tư xây dựng các dự án giao thông trọng điểm

Lãnh đạo tỉnh Bình Dương liên tục kiểm tra, đôn đốc và tháo gỡ khó khăn cho các dự án giao thông trọng điểm. Tiến độ các dự án đang được đốc thúc triển khai nhanh hơn để công tác đầu tư công được hiệu quả, góp phần thúc đẩy phát triển kinh tế vùng Đông Nam Bộ và cả nước nói chung.

Quyết tâm thực hiện các dự án

UBND tỉnh Bình Dương cho biết, ông Nguyễn Văn Lợi – Bí thư Tỉnh ủy Bình Dương, ông Nguyễn Văn Dành – Phó Chủ tịch UBND tỉnh vừa làm việc với các sở, ngành. Doanh nghiệp và địa phương liên quan đến tình hình triển khai các dự án giao thông trọng điểm.

Tại buổi làm việc, ông Nguyễn Văn Lợi – Bí thư Tỉnh ủy Bình Dương nhấn mạnh tầm quan trọng của các dự án giao thông trọng điểm đối với sự phát triển của tỉnh và của cả vùng Đông Nam Bộ.

Ông Nguyễn Văn Lợi yêu cầu các địa phương và đơn vị thi công nhanh chóng triển khai các giải pháp. Đẩy nhanh tiến độ giải phóng mặt bằng để bàn giao cho đơn vị thi công.

Đối với các địa phương, cần tập trung lãnh đạo, chỉ đạo, thường xuyên đến hiện trường để nắm bắt tình hình thi công. Kịp thời động viên các đơn vị thi công cố gắng, nỗ lực tập trung đẩy nhanh tiến độ.

Ông Nguyễn Văn Lợi cũng đề nghị các đơn vị liên quan phối hợp với ngành điện lực di dời lưới điện ở các dự án đảm bảo có mặt bằng để thi công kịp thời.

Bí thư tỉnh Bình Dương đề nghị Văn phòng Tỉnh ủy. UBND tỉnh tổ chức đoàn thường xuyên đi kiểm tra các công trình để kịp thời tháo gỡ khó khăn, vướng mắc.

Bí thư tỉnh Bình Dương đề nghị, trong tháng 9.2023. Phải khởi công hết các gói thầu thuộc dự án đường Vành đai 3 TP.Hồ Chí Minh đoạn qua địa bàn tỉnh Bình Dương. Phấn đấu tháng 10.2025 hoàn thành tuyến đường này để chào mừng Đại hội Đảng bộ tỉnh lần thứ XII.

Đến 30.9.2023, phải bàn giao toàn bộ mặt bằng dự án nâng cấp, mở rộng quốc lộ 13. Đồng thời, cuối năm 2023 phải di dời toàn bộ lưới điện trên đoạn đường nâng cấp, mở rộng này.

Đối với dự án nâng cấp, mở rộng đường ĐT.746 đoạn từ ngã ba Tân Thành đến ngã ba Hội Nghĩa. Tháng 10.2023 phải xong công tác giải phóng mặt bằng, cuối năm 2023 phải di dời xong toàn bộ lưới điện thuộc dự án. Đối với dự án đường tạo lực Bắc Tân Uyên – Phú Giáo – Bàu Bàng, Bí thư Tỉnh ủy yêu cầu đơn vị thi công phải hoàn thành vào cuối năm 2023 theo như chỉ đạo của Thường trực Tỉnh ủy.

Khẩn trương thực hiện các dự án trọng điểm

Theo ông Nguyễn Văn Dành – Phó Chủ tịch UBND tỉnh Bình Dương, UBND tỉnh sẽ thường xuyên tổ chức các đoàn đi kiểm tra tình hình thi công các công trình trên. Trong quá trình làm việc, UBND tỉnh đã nhắc nhở chủ đầu tư và đơn vị thi công nhanh chóng có giải pháp tháo gỡ khó khăn, vướng mắc để đẩy nhanh tiến độ dự án.

Theo báo cáo Dự án nâng cấp, mở rộng quốc lộ 13 đoạn từ nút giao Tự Do đến ngã tư Lê Hồng Phong. Đến nay, đoạn qua địa bàn thành phố Thuận An đã bàn giao mặt bằng đạt khoảng 76% trên tổng diện tích. Đoạn qua địa bàn thành phố Thủ Dầu Một đã bàn giao mặt bằng đạt 96% trên tổng diện tích. Tổng số tiền đã chi đền bù giải phóng mặt bằng là 730,3 tỉ đồng, đạt khoảng 88%.

Đối với Dự án đường Vành đai 3 TP.Hồ Chí Minh (giai đoạn 1), đã hoàn thiện công tác đấu thầu. Tổ chức động thổ gói thầu nút giao Bình Chuẩn, dự kiến sẽ động thổ gói thầu cầu Bình Gửi trong tháng 8.2023.

Đối với 2 gói thầu còn lại (nút giao Tân Vạn, xây dựng đoạn từ Bình Chuẩn đến sông Sài Gòn) đang được khẩn trương thực hiện công tác khảo sát. Thiết kế và trình Bộ Giao thông vận tải thẩm định theo quy định, dự kiến động thổ trong tháng 9 – 10.2023.

Hiện dự án Vành đai 3 TP Hồ Chí Minh, đoạn qua Bình Dương đã thực hiện chi trả giải phóng mặt bằng với tổng số tiền 1.865 tỉ đồng trên tổng số 2.548 tỉ đồng, đạt 73%.

UBND các thành phố: Thủ Dầu Một, Dĩ An, Thuận An đang khẩn trương rút ngắn thời gian hoàn thành các thủ tục chi trả tiền bồi thường và phối hợp với các đơn vị liên quan bàn giao mặt bằng để triển khai thi công dự án theo kế hoạch.

Ngoài hai dự án trên, hiện tỉnh Bình Dương cũng đang nhanh chóng thực hiện pháp lý dự án đường Vành đai 4 – TP Hồ Chí Minh (giai đoạn 1). Dự kiến cuối quý IV.2023 sẽ tiến hành giải phóng mặt bằng, đầu năm 2024 sẽ khởi công dự án.

Đối với đường cao tốc TPHồ Chí Minh – Chơn Thành, UBND tỉnh đã có Công văn gửi Bộ Kế hoạch và Đầu tư báo cáo đề xuất dự án đầu tư xây dựng đường cao tốc TP Hồ Chí Minh – Chơn Thành áp dụng cơ chế chính sách tháo gỡ vướng mắc quy định tại một số luật liên quan. Theo Nghị Quyết của HĐND tỉnh Bình Dương, dự kiến thời gian hoàn thành dự án trước năm 2030. Phấn đấu thực hiện dự án từ năm 2023 – 2027, đưa vào khai thác cuối năm 2027.

Ở phía Bắc tỉnh Bình Dương đang triển khai dự án Xây dựng đường từ Tân Thành đến cầu Tam Lập thuộc tuyến đường tạo lực Bắc Tân Uyên – Phú Giáo – Bàu Bàng do UBND huyện Bắc Tân Uyên làm chủ đầu tư (chiều dài khoảng 9,32km) cơ bản đã hoàn thành, chủ đầu tư đang triển khai các thủ tục để thực hiện nghiệm thu, đưa công trình vào sử dụng.

Dự án Xây dựng đường từ cầu Tam Lập đến Đồng Phú do UBND huyện Phú Giáo làm chủ đầu tư (chiều dài khoảng 12,15km) được khởi công vào tháng 12.2021 (tiến độ đến nay đạt khoảng 43%. Theo hợp đồng dự kiến hoàn thành vào tháng 4.2024; phấn đấu hoàn thành cuối năm 2023.
