Như vậy, bước đầu sẽ tạo ra được sự phân biệt giữa các bạn hành nghề môi giới hợp pháp và bất hợp pháp, phối hợp với dữ liệu đó để xác định trách nhiệm quản lý của các đơn vị phân phối, thậm chí cả chủ nhà, chủ đầu tư khi thanh toán phí môi giới (hoa hồng) cho các bạn môi giới chưa có chứng chỉ hành nghề.
