TTĐT – Chiều 25-6, tại Trung tâm Hành chính tỉnh Bình Dương, UBND tỉnh tổ chức Phiên họp lần thứ 18 thông qua các nội dung trình kỳ họp HĐND tỉnh giữa năm 2019. Ông Trần Thanh Liêm – Phó Bí thư Tỉnh uỷ, Chủ tịch UBND tỉnh chủ trì Phiên họp.
Phiên họp đã thông qua Tờ trình và dự thảo Nghị quyết đề nghị thông qua Đề án thành lập thành phố Thuận An, Đề án thành lập thành phố Dĩ An và Đề án thành lập 4 phường: Hội Nghĩa, Vĩnh Tân, Phú Chánh, Tân Vĩnh Hiệp thuộc thị xã Tân Uyên.
Căn cứ các tiêu chí, tiêu chuẩn được quy định tại Nghị quyết số 1211/2016/UBTVQH13 ngày 25/5/2016 của Ủy ban Thường vụ Quốc hội khóa 13 về tiêu chuẩn của đơn vị hành chính và phân loại đơn vị hành chính; xem xét tổng quan, thị xã Dĩ An, thị xã Thuận An đã có những bước phát triển, đạt 5/5 tiêu chuẩn thành lập thành phố trực thuộc tỉnh về quy mô dân số, diện tích tự nhiên, đơn vị hành chính trực thuộc, được công nhận là đô thị loại III, cơ cấu và trình độ phát triển kinh tế – xã hội.
Thị xã Dĩ An, thị xã Thuận An hiện là vùng đô thị – công nghiệp – thương mại – dịch vụ phía Nam của tỉnh, là các cửa ngõ đầu mối giao thông cấp vùng có vai trò thúc đẩy sự phát triển kinh tế – xã hội của tỉnh Bình Dương. Vì vậy, việc thành lập thành phố Dĩ An, thành phố Thuận An trực thuộc tỉnh Bình Dương trên cơ sở chuyển nguyên trạng về diện tích, địa giới hành chính, dân số của hai thị xã là đòi hỏi khách quan và cần thiết; đáp ứng kịp thời công tác quản lý nhà nước, góp phần thúc đẩy phát triển kinh tế – xã hội, tạo đà cho sự phát triển của thị xã Dĩ An, thị xã Thuận An và tỉnh Bình Dương trong thời điểm hiện nay.
Thảo luận tại Phiên họp khẳng định việc cần thiết thành lập 4 phường: Hội Nghĩa, Vĩnh Tân, Phú Chánh, Tân Vĩnh Hiệp thuộc thị xã Tân Uyên. Qua đối chiếu các tiêu chuẩn trong Nghị quyết số 1210/2016/NQ-UBTVQH và 1211/2016/NQ-UBTVQH13, các xã Hội Nghĩa, Vĩnh Tân, Phú Chánh và Tân Vĩnh Hiệp đã đáp ứng yêu cầu về tiêu chí của đô thị loại III; cân đối thu chi ngân sách; không còn hộ nghèo trong 3 năm 2016, 2017, 2018; tỷ lệ lao động phi nông nghiệp trên 70%, đủ điều kiện thành lập phường theo quy định.
Phiên họp cũng đã xem xét thông qua các Tờ trình và dự thảo Nghị quyết: Quy định nội dung và mức chi hỗ trợ cho các hoạt động khuyến công trên địa bàn tỉnh; quy định các khoản đóng góp, chế độ miễn, giảm và hỗ trợ cho người nghiện ma túy cai nghiện bắt buộc, mức hỗ trợ cho người cai nghiện tự nguyện trên địa bàn tỉnh; chế độ hỗ trợ cho nhân viên thú y cấp xã trên địa bàn tỉnh; điều chỉnh, bổ sung Danh mục các dự án công trình phải thu hồi đất thực hiện trong năm 2019.
Kết luận Phiên họp, Chủ tịch UBND tỉnh Trần Thanh Liêm cơ bản thống nhất với nội dung các Tờ trình và dự thảo Nghị quyết trình HĐND tỉnh trong kỳ họp giữa năm 2019. Giao Sở Nội vụ rà soát, bổ sung hoàn chỉnh Đề án thành lập thành phố Dĩ An, thành phố Thuận An.
