Phát triển, quy hoạch TP. Thủ Đức theo mô hình sáng tạo
Theo phê duyệt, TP. Thủ Đức là đô thị loại I trực thuộc TP. HCM, phát triển theo mô hình đô thị sáng tạo, tương tác cao; trung tâm phía đông của TP. HCM về kinh tế, khoa học kỹ thuật và công nghệ, văn hóa, giáo dục đào tạo.
Theo Quyết định, phạm vi nghiên cứu trực tiếp gồm toàn bộ địa giới hành chính TP. Thủ Đức thuộc TP. HCM với tổng diện tích khoảng 211,56 km2. Phạm vi nghiên cứu gián tiếp gồm các quận huyện thuộc TP.HCM và 2 tỉnh giáp ranh là tỉnh Đồng Nai và tỉnh Bình Dương.
Mục tiêu lập quy hoạch nhằm đề xuất định hướng phát triển phù hợp với cấu trúc; định hướng phát triển không gian của TP.HCM và vùng TP.HCM; đáp ứng mục tiêu trở thành một trong những trung tâm kinh tế tri thức; khoa học công nghệ; tài chính quan trọng của TP. HCM và quốc gia.
Mục tiêu quy hoạch TP.Thủ Đức là trung tâm đổi mới sáng tạo dựa trên nền tảng kinh tế tri thức, khoa học – công nghệ và hợp tác phát triển; tập trung vào các lĩnh vực giáo dục đào tạo bậc cao, nghiên cứu và sản xuất công nghệ cao, tài chính và thương mại – dịch vụ; có vai trò là hạt nhân trong đổi mới sáng tạo, phát triển hạ tầng số của thành phố và vùng TP.HCM; là đầu mối kết nối khu trung tâm hiện hữu TP.HCM với cảng hàng không quốc tế Long Thành và các đô thị, khu chức năng trọng điểm phía đông của vùng TP.HCM.
Quy hoạch TP.Thủ Đức và TP.HCM đến năm 2040
Dự kiến đến năm 2030 dân số toàn TP.Thủ Đức đạt khoảng 1.500.000 người. Năm 2040 đạt khoảng 2.200.000 người; hướng đến 3.000.000 người sau năm 2040.
Trước đó, Thủ tướng Chính phủ đã ban hành quyết định phê duyệt nhiệm vụ điều chỉnh Quy hoạch chung TP. HCM đến năm 2040, tầm nhìn đến năm 2060. Theo đó, phạm vi ranh giới lập quy hoạch gồm toàn bộ địa giới hành chính TP. HCM với diện tích 2.095 km2 và khu vực biển Cần Giờ (diện tích cụ thể sẽ được xác định trong quá trình lập đồ án; đảm bảo thống nhất với ranh giới hành lang bảo vệ bờ biển và tổng thể khai thác; sử dụng bền vững tài nguyên vùng bờ).
Phạm vi nghiên cứu bao gồm toàn bộ ranh giới hành chính TP.HCM và các tỉnh xung quanh thuộc vùng TP. HCM (vùng kinh tế trọng điểm phía Nam). Gồm các tỉnh Bình Dương, Bình Phước, Tây Ninh, Long An, Đồng Nai, Bà Rịa – Vũng Tàu, Tiền Giang với diện tích khoảng 30.404 km2.
Quy mô dân số dự kiến đến năm 2040, dân số toàn Tp.HCM khoảng 13 đến 14 triệu người; quy mô đất đai phát triển đô thị đến năm 2040, dự kiến đất xây dựng đô thị khoảng 100.000 đến 110.000 ha.
Việc phân tích, đánh giá, dự báo cụ thể quy mô dân số và đất đai xây dựng đô thị theo từng giai đoạn sẽ được nghiên cứu, đề xuất trong quá trình nghiên cứu đồ án quy hoạch.
