Cùng với mục tiêu quy hoạch TP. Thủ Đức thành nơi đáng sống, UBND sẽ tập trung triển khai nhà ở xã hội, xây dựng nhà ở cho công nhân. Nhằm đảm bảo phát triển kinh tế cũng như nâng cao, cải thiện đời sống người dân.
Quy hoạch TP. Thủ Đức: xây dựng dự án nhà ở xã hội là điều bức thiết
Tại hội nghị (mở rộng) Ban Chấp hành Đảng bộ TP. Thủ Đức lần thứ 3, khóa I, nhiệm kỳ 2020-2025, ông Nguyễn Văn Hiếu, Bí thư Thành ủy Thủ Đức, cho biết hiện trên địa bàn TP. Thủ Đức, TP. HCM có các khu công nghiệp, khu chế xuất, khu công nghệ cao; do đó, nhu cầu nhà ở của người lao động rất lớn. Qua đợt dịch bệnh đã bộc lộ rõ bất cập ở các khu nhà trọ. Với không gian chật hẹp, không đảm bảo quản lý, dễ làm phát sinh và lây lan dịch bệnh.
Về vấn đề nhà ở, TP. Thủ Đức tổng hợp nhu cầu mua nhà ở xã hội của các đơn vị công tác trên địa bàn thành phố; ghi nhận có gần 5.600 trường hợp cần mua, thuê nhà ở xã hội.
Từ nhu cầu này, TP. Thủ Đức đã xây dựng kế hoạch phát triển nhà ở xã hội giai đoạn 2021-2025; tầm nhìn đến năm 2030. Trước mắt, ở Thủ Đức hiện có 20 dự án thương mại chủ đầu tư phải thực hiện xây dựng nhà ở xã hội. Trong đó 06/20 dự án đã hoàn tất bồi thường giải phóng mặt bằng; đang xây dựng hạ tầng kỹ thuật.
Thế nào là nhà ở xã hội?
Nhà ở xã hội là nhà thuộc sở hữu và thuộc sự quản lý nhà nước. Mục đích là cung cấp thêm các căn hộ giá rẻ hơn thị trường. Với mục đích giải quyết nhu cầu nhà ở giá rẻ cho các hộ gia đình có trong chính sách hiện hành.
Các đối tượng được mua nhà ở xã hội ở việt nam:
Thuộc 01 trong 09 đối tượng sau đây:
– Người có công với cách mạng theo quy định của pháp luật về ưu đãi người có công với cách mạng;
– Hộ gia đình (HGĐ) nghèo và cận nghèo tại khu vực nông thôn;
– HGĐ tại khu vực nông thôn thuộc vùng thường xuyên bị ảnh hưởng bởi thiên tai, biến đổi khí hậu;
– Người thu nhập thấp, hộ nghèo, cận nghèo tại khu vực đô thị (hộ nghèo, cận nghèo theo quy định của Thủ tướng);
– Người lao động (NLĐ) đang làm việc tại các doanh nghiệp trong và ngoài khu công nghiệp;
– Sĩ quan, hạ sĩ quan nghiệp vụ, hạ sĩ quan chuyên môn kỹ thuật, quân nhân chuyên nghiệp, công nhân trong cơ quan, đơn vị thuộc công an nhân dân và quân đội nhân dân;
– Cán bộ, công chức, viên chức theo quy định của pháp luật về cán bộ, công chức, viên chức;
– Các đối tượng đã trả lại nhà ở công vụ nhưng không thuộc diện bị thu hồi nhà ở do có hành vi vi phạm quy định của pháp luật quy định tại Khoản 5 Điều 81 và chưa có nhà ở tại nơi sinh sống sau khi trả lại nhà công vụ;
– HGĐ, cá nhân thuộc diện bị thu hồi đất và phải giải tỏa; phá dỡ nhà ở theo quy định của pháp luật mà chưa được Nhà nước bồi thường bằng nhà ở, đất ở.
Thông thường, tại Việt Nam, có hai loại nhà ở xã hội :
– Căn hộ chung cư do nhà nước xây dựng, mục đích là làm nhà ở xã hội.
– Các dự án mà các công ty tư nhân xây dựng rồi bán lại cho quỹ nhà ở xã hội theo các chính sách đặc thù như giảm thuế VAT; giảm thuế đất; dự án được cấp đất,….
* Các dự án nhà ở thương mại nhưng phải bán lại 5% căn hộ cho quỹ nhà ở xã hội địa phương theo luật hiện hành.
Có mua bán nhà ở xã hội được không?
Khi mua nhà ở xã hội 5 năm, có thể mua bán chuyển nhượng các nhà ở xã hội có cấp quyền sở hữu. Một số dạng nhà ở xã hội dưới dạng nhà nước cho thuê thì không mua bán được. Dạng nhà này chỉ có thể làm việc trên giấy ủy quyền sử dụng tài sản.
Vì cơ cấu nhà ở xã hội là phục vụ người có thu nhập thấp nên có các chính sách ràng buộc trong mua bán. Điều này giúp tránh tình trạng bị đầu cơ, làm giá.
Nhà ở xã hội sở hữu bao nhiêu năm?
Sổ hồng lâu dài : đây là hình thức sở hữu đất và các tài sản gắn liền với đất có thời hạn lâu dài nhất tại Việt Nam. Nếu mua được căn hộ có hình thức sở hữu là sổ hồng lâu dài thì khi căn hộ đưa vào sử dụng 50-60 năm, có dấu hiệu xuống cấp; không thể sử dụng được thì đất tại dự án vẫn thuộc quyền sở hữu chung của dự án, có thể bán, hoặc ủy quyền một chủ đầu tư khác xây lại; hoặc di dời và nhận suất tái định cư theo chính sách của địa phương.
* Sở hữu 50 năm tức là chỉ có quyền sử dụng 50 năm, không có quyền sở hữu.
Quy hoạch TP. Thủ Đức sẽ có 3 vị trí nhà ở xã hội
Theo quy hoạch TP. Thủ Đức, thành phố cũng đã rà soát và dự kiến quy hoạch xây dựng các khu nhà lưu trú công nhân tại 3 vị trí trong khu công nghệ cao.
– 1 là khu đất rộng hơn 3ha tiếp giáp khu công nghệ cao tại phường Long Thạnh Mỹ; số người dự kiến lưu trú khoảng 5.000 người.
– 2 là khu đất rộng quy mô 42,39ha, thuộc dự án khu nhà ở và dịch vụ chuyên gia; đáp ứng được gần 42.000 người lưu trú.
– 3 là khu đất rộng 45,5ha, thuộc dự án xây dựng và phát triển Khu Công viên Sài Gòn Silicon; đáp ứng cho 34.624 công nhân lưu trú.
Ngoài ra, Chủ tịch UBND TP.Thủ Đức cũng nêu nhiều đề xuất, kiến nghị cụ thể tạo điều kiện để TP. Thủ Đức phát triển bền vững và khai thác tối đa tiềm năng, tạo động lực phát triển cho địa phương và TP. HCM nói chung.
Các chủ nhà trọ cũng phải theo quy hoạch
Về việc giải quyết nhu cầu nhà ở xã hội cho cán bộ, công chức, nhà lưu trú cho công nhân, ông Nguyễn Văn Nên cho rằng lúc này cần tính toán lại bộ mặt đô thị, yêu cầu các chủ nhà trọ khi xây dựng phải thực hiện theo đúng quy cách. Trước hết là phải đảm bảo an toàn phòng chống dịch, kể cả công tác phòng cháy chữa cháy.
Tại hội nghị, Giám đốc Sở Xây dựng TP. HCM cũng cho biết theo chương trình phát triển nhà ở kế hoạch nhiệm kỳ 2021-2025, TP. HCM sẽ xây dựng 50 triệu m2 nhà ở với 366.000 căn nhà.
Trong đó, gần 30.000 nhà ở xã hội cho công nhân, người có thu nhập thấp trên địa bàn. Sở Xây dựng thành phố cũng đang trình đề án xây dựng nhà ở xã hội; từ đó cho thuê – thuê mua. Đồng thời đẩy nhanh việc xây dựng nhà ở cho công nhân; người lao động trong các khu chế xuất, khu công nghiệp để thuê ở.
