PGS.TS Trần Đình Thiên cho rằng để kinh tế Bình Dương có bước nhảy vọt tiếp theo trong quá trình phát triển, liên kết vùng cần được thúc đẩy mạnh hơn, tạo ra sự cộng hưởng cho cả vùng.

Bình Dương hiện là địa phương duy nhất Việt Nam lần thứ 3 liên tiếp được vinh danh trong danh sách 21 đô thị có chiến lược phát triển thành phố thông minh tiêu biểu thế giới (*). PGS.TS Trần Đình Thiên, nguyên Viện trưởng Viện Kinh tế Việt Nam, cho rằng đây là một kết quả xứng đáng với nỗ lực và thành tích mà Bình Dương đạt được.
Theo ông, Bình Dương là tỉnh sớm triển khai định hướng thị trường – mở cửa và cạnh tranh quốc tế; là một trong những hình mẫu tốt nhất của nỗ lực phát triển theo tinh thần hiện đại hóa, hội nhập quốc tế.
25 năm qua, Bình Dương đã đạt được những thành tựu nổi bật nào trong phát triển?
Trần Đình Thiên nhận xét: Bình Dương là địa phương đầu tiên tuyên bố nguyên tắc phát triển “xin Trung ương cho cơ chế, không xin tiền”. Tỉnh hiểu rằng trong nền kinh tế thị trường, để thu hút nguồn lực phát triển thì yếu tố quan trọng nhất là phải có cơ chế phân bổ nguồn lực tương thích với nguyên tắc thị trường. Chính quyền phải cung cấp cơ chế; chính sách tốt để phục vụ doanh nghiệp chứ không đơn thuần chỉ “quản” họ; các nhà đầu tư cần được bảo đảm cơ sở thể chế để kinh doanh hiệu quả.
Điểm nổi bật nhất của kinh tế Bình Dương là cách thu hút đầu tư bằng thể chế; thông qua việc tạo lập những tọa độ hấp dẫn đầu tư – các khu công nghiệp “kiểu mới”; để nguồn vốn đầu tư vào dễ dàng và phát huy tác dụng nhanh. Bình Dương đã tiếp cận hình thái khu công nghiệp kiểu hiện đại; mang tính cạnh tranh; chứ không phải khu công nghiệp kiểu cũ.
Tọa độ thử nghiệm, định hướng thành công chính là Khu công nghiệp Việt Nam – Singapore (VSIP). Hiện nay, mô hình khu công nghiệp này đã được mở ra tại nhiều tỉnh trên cả nước. Đồng thời cũng tạo ra nhiều bước phát triển mới cho nền kinh tế thị trường Việt Nam.
Bình Dương thu hút nhờ độ “mở” thể chế
Độ “mở” thể chế đã giúp Bình Dương thu hút được nguồn lực lớn. Đặc biệt là nguồn lực từ nước ngoài. Đây là nguồn lực có trình độ, chất lượng cao hơn trên nhiều mặt; bảo đảm xu thế tăng trưởng nhanh và vững chắc.

Bình Dương là thu hút đầu tư chủ yếu hướng tới tư nhân, nhưng trên cơ sở nền tảng doanh nghiệp Nhà nước.
Bình Dương có rất ít doanh nghiệp Nhà nước, nghĩa là lực lượng kinh tế “chủ đạo” không nhiều. PGS.TS Trần Đình Thiên cho rằng mô hình liên kết cơ chế – chính sách đó là một thử nghiệm thành công của quá trình chuyển đổi.
