UBND tỉnh Bà Rịa- Vũng Tàu vừa có giải trình cử tri phường Phú Mỹ, thị xã Phú Mỹ về tình hình lưu thông quá tải của Quốc lộ 51 (QL51), thường xảy ra tai nạn và những giải pháp khắc phục.
Quốc lộ 51 thường kẹt xe, tai nạn
Theo phản ánh của cử tri thị xã Phú Mỹ, lưu lượng xe lưu thông trên QL51 qua địa bàn rất đông, thường xuyên xảy ra tình trạng kẹt xe và không đảm bảo an toàn giao thông. Trong khi đó, giải pháp giao thông tại khu vực nút giao QL51 và đường Quy hoạch 80 không phù hợp.
Thời gian qua đã xảy ra nhiều vụ tai nạn giao thông nghiêm trọng gây chết người và thiệt hại tài sản. Từ đây cử tri đề nghị tỉnh chỉ đạo Sở GTVT nghiên cứu, có giải pháp khắc phục.
Giải trình cử tri, UBND tỉnh Bà Rịa – Vũng Tàu dẫn số liệu điều tra, khảo sát của ngành giao thông, cho thấy lưu lượng xe trên QL51, đoạn qua thị xã Phú Mỹ hơn 50.000 xe/ngày. Có xu hướng tăng khoảng 10% mỗi năm. Lượng xe con quy đổi khoảng 70.000 xe/ngày. Lưu lượng này đã gấp hơn 4 lần lưu lượng thiết kế của QL51.
Toàn bộ các nút giao trên QL51 là nút giao cùng mức, điều khiển bằng đèn tín hiệu giao thông với 3 pha đèn nên thời gian chờ qua nút khá dài. Từ đó dẫn đến tình trạng ùn tắc giao thông thường xuyên vào giờ cao điểm, đặc biệt là vào dịp cuối tuần và các ngày lễ, Tết.

Cũng theo giải trình của UBND tỉnh, tình hình tai nạn giao thông chỉ tính riêng trên QL51 đoạn qua thị xã Phú Mỹ trong các năm gần đây khá cao và có xu hướng tăng nhiều về số vụ nghiêm trọng và có người chết. Trước tình hình trên, từ năm 2017 tỉnh đã kiến nghị Bộ GTVT quan tâm, sớm triển khai xây dựng các nút giao khác mức để cải thiện tình hình, giảm ùn tắc và giảm tai nạn giao thông.
Do QL51 thuộc phạm vi quản lý của Bộ GTVT và nhà đầu tư BOT là công ty Cổ phần Phát triển đường cao tốc Biên Hòa – Vũng Tàu nên trách nhiệm đầu tư theo luật ngân sách thuộc nhiệm vụ của hai đơn vị trên. Tỉnh sẽ tiếp tục đề xuất kiến nghị giải quyết tình trạng ùn tắc và tai nạn giao thông.
Trước mắt, dự án đường cao tốc Biên Hòa – Vũng Tàu đã được Quốc hội chấp thuận chủ trương đầu tư và đang tiến hành triển khai. Dự kiến khi hoàn thành, năm 2025, tuyến đường mới này giảm tải cho QL51.
Chủ trương thành lập nút giao thông
Đối với giải pháp giao thông tại khu vực nút giao QL51 và đường Quy hoạch 80, UBND tỉnh Bà Rịa – Vũng Tàu đã giao Ban An toàn giao thông tỉnh phối hợp với các cơ quan liên quan cũng như thị xã Phú Mỹ đánh giá hiện trạng, nghiên cứu các vụ TNGT đã xảy ra, đề xuất các giải pháp và triển khai thực hiện tổ chức lại giao thông nhằm hạn chế tai nạn giao thông tại nút giao trên trong năm 2022.
Theo đề xuất của Ban, tỉnh đã chấp thuận chủ trương cho phép lập dự án cải tạo nút giao này. Tháng 4-2022, Ban An toàn giao thông tỉnh đã lập và phê duyệt đề cương, chỉ định đơn vị tư vấn thực hiện. Sau khi phương án được phê duyệt, Ban An toàn giao thông tỉnh tổ chức cải tạo để góp phần đảm bảo an toàn giao thông tại nút giao QL51 và đường Quy hoạch 80.
