Thời gian khởi công các dự án trọng điểm
Ngày 21/5, đại diện UBND tỉnh Bình Dương cho biết, địa phương đang tập trung đẩy nhanh tiến độ các dự án giao thông trọng điểm trên địa bàn. Trong quý 1/2023, tỷ lệ giải ngân đầu tư công của Bình Dương đạt thấp (khoảng 7,5% kế hoạch tỉnh đề ra). Tuy nhiên, lãnh đạo tỉnh Bình Dương nhận định, việc chủ động tháo gỡ khó khăn, vướng mắc và điều hòa vốn linh hoạt, địa phương này sẽ giải ngân đầu tư công đạt kế hoạch đề ra trong năm 2023.
Để thực hiện tốt việc giải ngân, Ban Thường vụ Tỉnh ủy Bình Dương đã giao Ban Thường vụ các huyện, thị xã, thành phố tập trung lãnh đạo, chỉ đạo, thường xuyên lắng nghe, cho chủ trương về việc phân bổ và giải ngân kế hoạch đầu tư công do cấp mình quản lý trong năm 2023 và kế hoạch đầu tư công trung hạn 2021-2025, trên cơ sở sự cần thiết đầu tư, thứ tự ưu tiên đầu tư để tập trung bố trí vốn mang lại hiệu quả đầu tư.
Theo kế hoạch, tháng 6/2023, Bình Dương khởi công dự án đường Vành đai 3 TPHCM. Tiếp đó, đến cuối năm 2023, địa phương này sẽ khởi công dự án đường Vành đai 4 TPHCM. Đến đầu năm 2024, Bình Dương sẽ khởi công đường cao tốc TPHCM – Chơn Thành. Đối với dự án Nâng cấp, mở rộng đường quốc lộ 13, hiện tại tỉnh Bình Dương đang khẩn trương thực hiện và dự kiến đến cuối năm nay sẽ hoàn thành.
Những dự án giao thông trọng điểm phía Nam
Quốc lộ 13 đi qua địa bàn tỉnh Bình Dương dài hơn 60km được đầu tư theo hình thức BOT (xây dựng – kinh doanh – chuyển giao) đã được đưa vào sử dụng nhiều năm nay với 6 làn xe.
Tuy nhiên, trong những năm gần đây, kinh tế và dân số tăng trưởng nhanh gây quá tải lưu thông trên Quốc lộ 13, nhất là khu vực cửa ngõ tiếp giáp giữa Bình Dương với TPHCM. Từ đó, Bình Dương đã thực hiện dự án Nâng cấp, mở rộng Quốc lộ 13 thêm 2 làn xe (mở rộng về bên phải, hướng từ TP HCM đi Bình Dương) để tuyến đường đạt quy mô 8 làn xe, nền đường rộng 40,5m.
Việc Bình Dương khởi công mở rộng Quốc lộ 13 lên 8 làn xe sẽ cộng hưởng với các dự án vành đai và cao tốc, tạo sức ảnh hưởng và mang lại hiệu quả cao nhất. Tổng kinh phí dự án khoảng 1.400 tỷ đồng.
Dự án đường Vành đai 3 TP HCM, đoạn qua tỉnh Bình Dương dài khoảng 26,6km. Tổng mức đầu tư của dự án (đoạn qua tỉnh Bình Dương) khoảng 19.280 tỷ đồng, trong đó dự án xây lắp khoảng 5.752 tỷ đồng và dự án bồi thường, hỗ trợ tái định cư là 13.528 tỷ đồng. Tổng diện tích đất thu hồi khoảng 85,86 ha với khoảng 1.600 hộ dân và tổ chức bị ảnh hưởng.
Dự án đường Vành đai 4 TPHCM, đoạn thuộc tỉnh Bình Dương từ cầu Thủ Biên – sông Sài Gòn đầu tư theo phương thức đối tác công tư (PPP). Dự án đi qua địa giới hành chính của huyện Bắc Tân Uyên, TX Bến Cát và TP Tân Uyên (Bình Dương).
Tổng mức đầu tư khoảng 20.331 tỷ đồng
Theo đó, điểm đầu giai đoạn 1 tại vị trí vuốt nối đường Vành đai 4 TPHCM với đầu cầu Thủ Biên hiện tại thuộc địa bàn xã Thường Tân (huyện Bắc Tân Uyên, Bình Dương). Điểm cuối tuyến tại khu vực trước mố cầu Phú Thuận thuộc địa bàn xã An Tây (TX Bến Cát, Bình Dương). Tổng chiều dài giai đoạn 1 gần 48 km. Tổng mức đầu tư của dự án này khoảng 20.331 tỷ đồng, trong đó chi phí giải phóng mặt bằng khoảng 8.667 tỷ đồng, chi phí xây dựng và các chi phí khác là 11.664 tỷ đồng.
Dự án cao tốc TPHCM – Chơn Thành thực hiện đầu tư đoạn từ Vành đai 3 TPHCM đến tỉnh Bình Phước dài khoảng 60,4km; trong đó, đoạn từ đường Vành đai 3 đến ranh giới tỉnh Bình Dương – Bình Phước dài khoảng 53,3 km, đoạn qua địa bàn tỉnh Bình Phước dài 7,1 km.
Thực hiện đoạn qua địa bàn tỉnh Bình Dương (giai đoạn 1) dự kiến theo phương thức PPP. Theo ước tính của các ngành chức năng, tổng mức đầu tư dự kiến là 16.196 tỷ đồng, trong đó giải phóng mặt bằng là 7.388 tỷ đồng; xây lắp: 8.808 tỷ đồng.
