Lãnh đạo UBND tỉnh Bình Dương muốn triển khai xây dựng đoạn cao tốc TP.HCM – Chơn Thành dài 45,6km qua địa bàn tỉnh này theo phương thức PPP.

UBND tỉnh Bình Dương vừa có công văn gửi Thủ tướng Chính phủ kiến nghị phương án, phương thức thực hiện Dự án đầu tư xây dựng đường cao tốc TP.HCM – Chơn Thành.
Theo đó, UBND tỉnh Bình Dương kiến nghị người đứng đầu Chính phủ giao UBND tỉnh Bình Dương là cơ quan có thẩm quyền thực hiện đầu tư Dự án, đoạn từ đường vành đai 3 TP.HCM đến ranh tỉnh Bình Dương – Bình Phước dài 45,6km theo theo phương thức đầu tư công và phương thức đầu tư PPP.
Cụ thể, phần giải phóng mặt bằng có tổng mức đầu tư sơ bộ khoảng 7.388 tỷ đồng thực hiện theo phương thức đầu tư công từ nguồn vốn ngân sách trung ương hỗ trợ tỉnh Bình Dương theo quy định tại Khoản 1 Điều 5 Luật Đầu tư công số 39/2019/QH14 ngày 13/6/2019 (dự án bồi thường, hỗ trợ, tái định cư, giải phóng mặt bằng theo phương thức đầu tư công); phần xây dựng công trình có tổng mức đầu tư sơ bộ khoảng 8.808 tỷ đồng sẽ Thực hiện theo phương thức đầu tư PPP.
Tiến trình xây dựng như thế nào?
Về phương án đầu tư, UBND tỉnh Bình Dương kiến nghị đối với đoạn từ vành đai 3 đến cầu Khánh Vân (dài khoảng 7,7km) sẽ giữ nguyên hiện trạng đã được đầu tư thuộc dự án ĐT.743 và ĐT.747B, tổng bề rộng nền từ 36m – 38m (giữ quy hoạch với lộ giới 60m).
Đoạn từ Cầu Khánh Vân đến Chơn Thành (đoạn qua địa bàn tỉnh Bình Dương dài khoảng 45,6km, đoạn qua tỉnh Bình Phước dài khoảng 7,1km) sẽ giải phóng mặt bằng đảm bảo quy mô hoàn thiện cho tuyến với lộ giới 60m; đầu tư 4 làn xe cao tốc đầy đủ, có làn dừng khẩn cấp suốt tuyến (bố trí đoạn đường gom không liên tục, dài khoảng 9,15km).
UBND tỉnh Bình Dương cũng đề xuất Thủ tướng giao UBND tỉnh Bình Phước triển khai đầu tư đoạn qua địa bàn tỉnh (khoảng 7,1 km) bằng 1 dự án riêng theo phương thức đầu tư công, ngân sách trung ương hỗ trợ bố trí để đầu tư xây lắp và giải phóng mặt bằng đoạn này (sơ bộ tổng mức đầu tư khoảng 1.785 tỷ đồng; trong đó, giải phóng mặt bằng khoảng 400 tỷ đồng).
Ông Võ Văn Minh, Chủ tịch UBND tỉnh Bình Dương cho biết là tại buổi làm việc với Bộ trưởng Bộ GTVT Nguyễn Văn Thắng hôm 13/2/2023 và với Bộ trưởng Bộ Kế hoạch và Đầu tư Nguyễn Chí Dũng hôm 13/3/2023, UBND tỉnh Bình Dương đã báo cáo và đề xuất phương án, phương thức đầu tư Dự án đầu tư xây dựng đường cao tốc TP.HCM – Chơn Thành và đã nhận được sự thống nhất cao của các bộ, ngành địa phương liên quan.
Thực hiện công trình theo luật PPP
Trước đó, lãnh đạo Chính phủ đã có văn bản giao UBND tỉnh Bình Dương làm cơ quan Nhà nước có thẩm quyền để triển khai thực hiện Dự án đầu tư xây dựng đường cao tốc TP.HCM – Thủ Dầu Một – Chơn Thành theo Luật PPP, tạo tuyến giao thông trọng điểm, huyết mạch, góp phần kết nối, thúc đẩy phát triển kinh tế – xã hội các tỉnh Bình Dương với Bình Phước và với vùng Tây Nguyên.
Tuyến cao tốc TP.HCM – Thủ Dầu Một – Chơn Thành có tổng chiều dài 68,7 km, bao gồm hai đoạn tuyến: đoạn tuyến nối cao tốc có điểm đầu (Km0+00 tại nút giao Gò Dưa (vành đai 2 TP.HCM), điểm cuối (Km8+600) tại nút giao An Phú (vành đai 3 TP.HCM) và đoạn tuyến cao tốc có điểm đầu (Km8+600, tại nút giao An Phú (vành đai 3 TP.HCM), điểm cuối (Km68 +700 giao Quốc lộ 14 tại Chơn Thành (Bình Phước).
Trong giai đoạn hoàn chỉnh, Dự án sẽ được đầu tư với quy mô 6 làn xe chạy suốt và 4 làn xe đô thị hai bên. Trong giai đoạn phân kỳ, Dự án sẽ đầu tư 8,6 km từ nút giao Gò Dưa đến nút giao An Phú (Tp HCM) theo quy mô 10 làn xe, nền đường rộng 64 m; đoạn còn lại sẽ đầu tư với quy mô 4 làn xe, nền đường rộng 17m.
Tổng mức đầu tư Dự án giai đoạn 1 là 24.274 tỷ đồng (chưa tính lãi vay), trong đó vốn Nhà nước tham gia 12.137 tỷ đồng, vốn nhà đầu tư tư nhân là 12.138 tỷ đồng.
