Điểm đầu dự án giao đường 991B ở thị xã Phú Mỹ, điểm cuối giao quốc lộ 55 tại xã Bình Châu, huyện Xuyên Mộc. Thiết kế dự án gần khu vực nút giao quốc lộ 51.Đường ven biển đoạn nút giao với đường nối vào cao tốc Biên Hòa – Vũng Tàu. Theo kế hoạch, các cầu Gò Găng, Chà Và nối Vũng Tàu với xã đảo Long Sơn nằm trên tuyến sẽ giữ nguyên. Một số cầu như sông Rây 2, Cửa Lấp 2, Cây Khế… được xây mới song song cầu hiện hữu.
Đoạn trên tuyến chạy qua khu nghỉ dưỡng ở xã Bình Châu, huyện Xuyên Mộc, đã được mở rộng lên 8 làn xe bằng nguồn vốn doanh nghiệp.
Khi các dự án thành phần hoàn tất sẽ kết nối hạ tầng tạo nên hành lang kinh tế nối cụm cảng Cái Mép – Thị Vải với sân bay quốc tế Long Thành, cao tốc Biên Hòa – Vũng Tàu… phục vụ phát triển du lịch phía đông của tỉnh và nhu cầu vận tải hàng hóa liên tỉnh.
