Trong năm 2022, giao thông Bình Dương sẽ tập trung vào các dự án trọng điểm. Cụ thể là đường Vành đai 3, 4, cao tốc TP. HCM – Thủ Dầu Một – Chơn Thành
Giao thông Bình Dương ưu tiên các dự án trọng điểm
Cụ thể, tỉnh ưu tiên bố trí vốn cho các dự án trọng điểm; các dự án giao thông kết nối; có tác động liên vùng; có ý nghĩa thúc đẩy phát triển kinh tế – xã hội trong 4 năm tới.
UBND tỉnh kiến nghị HĐND tỉnh thống nhất tỷ lệ dự phòng chung cao hơn mức trung bình chung của cả nước. Nhằm đảm bảo thực hiện mục tiêu đầu tư các dự án giao thông quan trọng của tỉnh. Chưa bố trí vốn thực hiện một số dự án đã được phê duyệt chủ trương đầu tư; đủ điều kiện bố trí vốn thực hiện trong trung hạn nhưng chưa được phê duyệt dự án.
Đồng thời giao thông Bình Dương tiếp tục tập trung thực hiện công tác chuẩn bị đầu tư dự án đường Vành đai 3; Vành đai 4; cao tốc TP. HCM – Thủ Dầu Một – Chơn Thành phù hợp với hình thức đầu tư, nguồn vốn đầu tư và tiến độ đầu tư của báo cáo nghiên cứu tiền khả thi sau khi được Quốc hội thông qua.
Gần 70. 000 tỷ đồng cho 244 dự án
Theo Nghị quyết số 29/2021/QH15 của Quốc hội, dự kiến bố trí trên 49.562 tỷ đồng vốn cân đối ngân sách địa phương; trên 2.621 tỷ đồng vốn ngân sách Trung ương cho Kế hoạch đầu tư công trung hạn giai đoạn 2021 – 2025 tỉnh Bình Dương.
Tuy nhiên, căn cứ thực tế của địa phương, UBND tỉnh trình HĐND tỉnh bố trí vốn cân đối ngân sách địa phương trên 69.562 tỷ đồng. Số ngân sách này sẽ dành cho 244 dự án được thực hiện.
Riêng năm 2022, Bình Dương dự kiến bố trí trên 8.579 tỷ đồng vốn ngân sách địa phương. Và thực hiện 113 dự án.
Đường vành đai 3
Chi tiết đường vành đai 3
Dự án có tổng chiều dài gần 97,7 km. Đi qua địa phận các tỉnh, thành Long An, Bình Dương, TP. HCM và Đồng Nai. Đường vành đai 3 được đề xuất quy mô 4 làn xe cơ giới và 2 làn hỗn hợp ở hai bên. Là đường cao tốc đô thị cho xe lưu thông với vận tốc 100 km/h.
Dự án do Bộ GTVT là cơ quan chủ quản; đơn vị thực hiện là Tổng công ty ĐTPT và QL dự án hạ tầng giao thông Cửu Long. Dự án sẽ được xây dựng bằng nguồn vốn ngân sách, trái phiếu chính phủ và vốn ODA.
Đoạn đi qua địa bàn tỉnh Bình Dương dài 24,5km. Điểm đầu giao cắt quốc lộ 1A tại khu vực Tân Vạn; tuyến đi trùng đường Tân Vạn – Mỹ Phước (dài 16,3 km đi trên cao); đến Bình Chuẩn tuyến rẽ trái giao quốc lộ 13 (tại Km14 + 200 – lý trình Quốc lộ 13) tại TP. Thủ Dầu Một. Điểm cuối vượt sông sài Gòn tại vị trí cách cảng Bà Lụa hiện hữu về phía hạ lưu khoảng 500m. Quy hoạch đạt tiêu chuẩn đường cao tốc loại A với quy mô 6-8 làn xe.
Đường Vành Đai 3 được triển khai thi công gồm 4 đoạn:
Đoạn 1: Đoạn Tân Vạn – Nhơn Trạch, dài 34,3 km. Đi qua địa phận tỉnh Đồng Nai (đường vành đai 3 Nhơn Trạch) và TP. HCM (đường vành đai TP. HCM):
Đoạn 2: Đoạn Bình Chuẩn – Tân Vạn (đường vành đai 3 Bình Dương). Đoạn đường này dài 16,7 km. Tỉnh Bình Dương đã đầu tư xây dựng theo hình thức PPP và về cơ bản đã đưa vào khai thác.
Đoạn 3: Đoạn quốc lộ 22 – Bình Chuẩn dài 19,1 km. Đi qua địa phận tỉnh Bình Dương và TP. HCM. Dự kiến tổng mức đầu tư giai đoạn 1 ước tính hơn 10.000 tỷ đồng; hiện đang kêu gọi các nhà tài trợ; các nhà đầu tư để tìm nguồn vốn xây lắp cho giai đoạn này.
Đoạn 4: Đoạn Bến Lức – quốc lộ 22 dài 28,9 km. Đoạn cuối này đi qua địa phận TP. HCM và tỉnh Long An. Tổng mức đầu tư giai đoạn 1 ước tính khoảng 11.000 tỷ đồng.
Đường vành đai 4
Đường vành đai 4 TP. HCM được xây dựng với tổng chiều dài là 197,6 km. Dự án sẽ đi qua 5 tỉnh bao gồm có TP. HCM, Bà Rịa -Vũng Tàu, Đồng Nai, Bình Dương, Long An. Tuyến đường vành đai 4 được chia ra làm 6 – 8 làn xe; là tuyến đường cao tốc với tốc độ từ 60–80km/giờ.
Đoạn qua Bình Dương sẽ giao với quốc lộ 1A; cắt huyện Củ Chi tại quốc lộ 22 qua thị trấn Bến Lức. Điểm cuối tiếp xúc là đường trục Bắc Nam tại khu đô thị cảng Hiệp Phước thuộc TP. HCM.
Dự án đường vành đai 4 là một trong những dự án đường bộ nổi bật của khu vực TP. HCM. Kết nối các tỉnh Đông Nam Bộ lại với nhau và giúp cho việc di chuyển trở nên thuận tiện hơn. Đoạn đi qua TP. HCM có kinh phí khoảng 3.000 tỷ đồng. Đoạn Bình Dương dài 57km có kinh phí 30.000 tỷ đồng. Với 28km đi trên cao, 29km đi dưới đất và 10 cầu vượt. Đoạn còn lại đi qua tỉnh Bình Phước dài 11,5km; kinh phí khoảng 3.000 tỷ đồng.
Khi cao tốc TP. HCM – Thủ Dầu Một – Chơn Thành hoàn thành sẽ cùng với cao tốc Biên Hòa – Vũng Tàu; cao tốc Dầu Giây – Liên Khương – Đà Lạt; cao tốc TP. HCM – Mộc Bài; cao tốc TP.
