Sở Giao thông Vận tải lập phương án tổ chức đi lại tại TP.HCM từ 1/10, dự kiến bổ sung nhiều loại hình được hoạt động. Khu vực hoạt động là ở những nơi “bình thường mới”, khu vực nguy cơ.
Bổ sung thêm nhiều loại hình được hoạt động
Dự thảo vừa được Sở Giao thông Vận tải gửi chính quyền TP. Thủ Đức, các quận huyện cùng đơn vị liên quan; để góp ý và xây dựng hoàn chỉnh trước khi trình UBND TP. HCM. Các phương án tổ chức đi lại tại TP. HCM phải thực hiện theo nguyên tắc người ngồi trên xe phải đảm bảo điều kiện được ngành y tế cho phép; tuân thủ 5K; khai báo di chuyển nội địa… Doanh nghiệp vận tải phải đáp ứng các tiêu chí an toàn trong hoạt động giao thông tại thành phố.
Dự thảo đề ra 3 khu vực tổ chức đi lại dự kiến triển khai từ ngày 1/10.
Khu phong tỏa
Chỉ cho phép các loại xe hoạt động: xe công vụ, xe chống dịch; chở hàng hóa (lương thực; thực phẩm, gas, dược phẩm, thiết bị y tế; xe xử lý sự cố hệ thống hạ tầng đô thị; xe tang lễ; các xe có giấy phép chở nhân viên y tế, người phục vụ phòng chống dịch, bệnh nhân Covid-19, người xuất viện…). Khu phong tỏa có những tuyến đường liên quận cắt ngang bắt buộc phải có lộ trình đi qua; xe không được dừng đỗ phạm vi khu phong tỏa.
Tại khu vực nguy cơ
Ngoài các xe được hoạt động như ở khu phong tỏa, dự kiến sẽ bổ sung thêm các loại hình như: shipper, xe chở hàng, dịch vụ liên quan trực tiếp hoạt động ngân hàng và bổ trợ doanh nghiệp (công chứng, luật sư, đăng kiểm…), chứng khoán; bưu chính viễn thông; dịch vụ hỗ trợ vận chuyển; phục vụ sản xuất…
Ngoài ra còn có các xe chở thiết bị, vật liệu phục vụ xây dựng, sửa chữa công trình công cộng, hạ tầng kỹ thuật được thi công; dịch vụ bảo trì, sửa chữa; ứng cứu hệ thống hạ tầng trang thiết bị ở các cơ quan, tòa nhà, chung cư…; taxi, xe chở công nhân, chuyên gia được cấp phép…
Các khu vực “bình thường mới”
Dự thảo đề cập việc bổ sung xe buýt, ôtô khách hợp đồng; bến khách ngang sông, bến thủy nội địa và tuyến du lịch đường thủy. Trong đó, xe khách hợp đồng sẽ được cấp phép hoạt động mã QR để kiểm soát số lượng; xe buýt hoạt động trên từng tuyến cụ thể.
Các hoạt động vận tải khác
Với hoạt động vận tải hàng hóa, những khu vực nguy cơ, “bình thường mới” sẽ cho xe tải nhẹ dưới 2,5 tấn chạy cả ngày; xe tải nặng từ 2,5 tấn trở lên hoạt động theo thời gian và lộ trình được quy định trước đó. Riêng hoạt động vận tải khách: xe buýt, taxi, ô tô dưới 9 chỗ ứng dụng công nghệ; xe hợp đồng, du lịch được hoạt động với số lượng, tần suất phù hợp. Các xe sẽ được quản lý thông qua mã QR.
Xe vận chuyển công nhân, chuyên gia phải có giấy nhận diện mã QR thông qua các đơn vị đầu mối. Người trên xe phải đáp ứng các điều kiện như tiêm mũi một vaccine sau 14 ngày; hoặc khỏi Covid-19 có xác nhận của cơ quan y tế; xét nghiệm nCoV còn hiệu lực,…
TP. HCM sẽ tạo điều kiện cho người dân từ các tỉnh thành vào thành phố khám chữa bệnh. Trong đó trừ trường hợp cấp cứu, bệnh nhân phải có giấy chứng nhận kết quả xét nghiệm âm tính Covid-19 còn hiệu lực; đảm bảo điều kiện như có giấy tờ xác nhận hoặc địa phương cho phép di chuyển…
Để kiểm soát tình hình đi lại, dự thảo đề cập từ ngày 1/10 tiếp tục duy trì 12 chốt kiểm soát chính khu vực cửa ngõ và 49 chốt phụ trong nội thành. Các trạm thu phí trên địa bàn cũng hoạt động trở lại ở khu vực “bình thường mới”.
