Phó Thủ tướng Lê Văn Thành vừa ký quyết định phê duyệt nhiệm vụ Quy hoạch chung TP.Thủ Đức thuộc TP.HCM đến năm 2040. Phát triển , quy hoạch Thủ Đức thành đô thị sáng tạo, tương tác. Đồng thời xây dựng đô thị ở Thủ Đức để đón 1 triệu 500 người.
Quy hoạch gần 20.000 ha đất xây dựng đô thị ở Thủ Đức
Theo phê duyệt, phạm vi nghiên cứu trực tiếp là toàn bộ địa giới hành chính TP.Thủ Đức thuộc TP.HCM với tổng diện tích khoảng 211,56 km2.
Trong đó, dự kiến đất xây dựng đô thị khoảng 18.830 ha đến năm 2030. Đến năm 2040 diện tích đất này đạt khoảng 19.994 ha.
Mục tiêu quy hoạch là định hướng phát triển phù hợp với cấu trúc; định hướng phát triển không gian của TP.HCM và vùng TP.HCM. Đáp ứng mục tiêu trở thành một trong những trung tâm kinh tế tri thức; khoa học – công nghệ; tài chính quan trọng của TP. HCM và quốc gia.

Theo phê duyệt, TP.Thủ Đức là đô thị loại I trực thuộc TP. HCM, phát triển theo mô hình đô thị sáng tạo, tương tác cao; trung tâm phía Đông của TP. HCM về:
– Kinh tế.
– Khoa học kỹ thuật và công nghệ.
– Văn hóa, giáo dục đào tạo.
– Là trung tâm đổi mới sáng tạo dựa trên nền tảng kinh tế tri thức; khoa học – công nghệ và hợp tác phát triển.
– Tập trung vào các lĩnh vực giáo dục đào tạo bậc cao; nghiên cứu và sản xuất công nghệ cao, tài chính và thương mại- dịch vụ.
– Có vai trò là hạt nhân trong đổi mới sáng tạo; phát triển hạ tầng số của thành phố và vùng TP. HCM.
Quy hoạch Thủ Đức là đầu mối kết nối khu trung tâm hiện hữu TP. HCM với cảng hàng không quốc tế Long Thành và các đô thị, khu chức năng trọng điểm phía Đông của vùng TP. HCM.
Xây dựng đô thị ở Thủ Đức đón 1 triệu 500 người
Dự kiến đến năm 2030 dân số toàn TP. Thủ Đức đạt khoảng 1.500.000 người; năm 2040 đạt khoảng 2.200.000 người; hướng đến 3.000.000 người sau năm 2040.
Yêu cầu lập quy hoạch Thủ Đức cần thống nhất, đồng bộ về:
– Liên kết vùng, quy hoạch sử dụng đất
– Phương hướng phát triển các ngành – lĩnh vực trọng yếu tương thích với các chỉ tiêu phát triển kinh tế – xã hội)
– Ứng dụng công nghệ thông tin địa lý – GIS để phân tích; đánh giá xu hướng phát triển đô thị thời gian qua nhằm đề xuất giải pháp quy hoạch phù hợp với đặc điểm của đô thị TP. HCM và TP. Thủ Đức.
Đồng thời, thiết kế, xây dựng đô thị ở Thủ Đức phải đáp ứng yêu cầu theo Thông tư 06/2013/TT-BXD và 16/2013/TT-BXD và khuyến khích sử dụng công nghệ hiện đại để mô phỏng cấu trúc đô thị và phương hướng phát triển không gian đô thị theo các phương án đề xuất.
UBND TP. Thủ Đức có trách nhiệm tổ chức lập quy hoạch, sau đó trình cơ quan có thẩm quyền thẩm định, phê duyệt. Thời gian lập đồ án quy hoạch không quá 12 tháng.
