Mới đây sở Tài nguyên và Môi Trường (TN&MT) tỉnh Đồng Nai vừa ra quyết định thu phí xem thông tin đất đai với người dân Đồng Nai. Theo nhiều chuyên gia bất động sản, đây có thể trở thành xu hướng sau này.
Đồng Nai thu 2.005 đồng/1 lần xem thông tin đất đai
Người dân Đồng Nai muốn kiểm tra thông tin đất đai như: nguồn gốc sử dụng; tình trạng thế chấp; tranh chấp thửa đất… sẽ nộp phí 2.005 đồng một lần truy cập. Người dùng thời gian đầu sẽ chuyển khoản phí xem thông tin đất đai trực tiếp qua số tài khoản ngân hàng của Trung tâm Công nghệ thông tin của Sở TN&MT tỉnh Đồng Nai. Sau đó, sẽ áp dụng thanh toán qua các ví điện tử như Zalo Pay, Momo,…
Sở TN&MT Đồng Nai thông báo đang áp dụng thu phí người dân xem thông tin liên quan đến đất đai qua ứng dụng DNAI.LIS. Ứng dụng này do Sở TN&MT tỉnh xây dựng hoạt động từ năm 2015, được nâng cấp tháng 6/2021. DNAI.LIS tích hợp ảnh vệ tinh; bản đồ tìm địa điểm và dẫn đường; tính năng tra cứu thửa đất bằng mã vạch in trên Giấy chứng nhận quyền sử dụng đất. Ngoài ra, ứng dụng còn cung cấp thông tin kết quả giải quyết thủ tục hành chính; thông báo thuế; dữ liệu đất đai được cập nhật thường xuyên…
Động thái nâng cấp ứng dụng thông tin quản lý đất đai và thu phí truy cập của Đồng Nai diễn ra trong bối cảnh thị trường bất động sản trên địa bàn tỉnh này biến động khá mạnh.
Theo Sở TN&MT Đồng Nai, ứng dụng này là công cụ giúp chính quyền địa phương quản lý thông tin đất đai. Hiện ghi nhận có 400.000 lượt tải ứng dụng; khoảng 4.000 tài khoản truy cập có đóng phí.
Không đóng phí có được xem thông tin đất đai không?
Nếu không đóng phí người dân vẫn kiểm tra được các thông tin đất đai cơ bản như số tờ; số thửa; diện tích; loại đất; vị trí của thửa đất. Trường hợp có nộp phí, người dùng sẽ được quyền truy cập thêm nhiều thông tin chuyên sâu hơn. Ví dụ như nguồn gốc sử dụng, tình trạng thửa đất có bị ngăn chặn; thế chấp hay không…
Chuyên gia pháp lý bất động sản Nguyễn Tấn Phong cho biết, việc thu phí dịch vụ công với chất lượng cao; giá cả hợp lý là bước chuẩn bị tốt để đơn giản hóa thủ tục cung cấp thông tin đất đai cho người dân. Hiện nay đa phần các tỉnh thành có thị trường bất động sản sôi động vẫn dừng lại ở các ứng dụng cung cấp thông tin đất đai cơ bản và miễn phí; nhưng việc thu phí kiểm tra thông tin đất đai với dữ liệu chi tiết và chuyên sâu hơn. Bên cạnh đó, việc thu phí xem tin đất đai có thể trở thành xu hướng.
Lợi ích của việc dùng ứng dụng là những thông tin; dữ liệu về đất đai sẽ thường xuyên được cập nhật. Đồng thời, ứng dụng cũng đảm bảo hệ thống cũng như tài khoản của người dùng sẽ được bảo mật cao… nếu ứng dụng đó từ sở TN&MT cung cấp.
