Thủ tướng chỉ đạo thẩm định dứt điểm cao tốc Gia Nghĩa – Chơn Thành hơn 25.000 tỉ đồng do Vingroup – Techcombank đề xuất

Cao tốc Gia Nghĩa (Đắk Nông) – Chơn Thành (Bình Phước) là đoạn đầu tiên của tuyến cao tốc Bắc – Nam phía Tây được triển khai xây dựng theo phương thức PPP và do liên danh Tập đoàn Vingroup – Ngân hàng TMCP Kỹ thương Việt Nam (Techcombank) đề xuất.

Tại nghị quyết phiên họp Chính phủ thường kỳ tháng 8/2023, Thủ tướng yêu cầu Bộ Kế hoạch và Đầu tư khẩn trương tổ chức thẩm định dứt điểm trước ngày 20/9/2023 về báo cáo nghiên cứu tiền khả thi dự án đường cao tốc triển khai theo phương thức PPP Gia Nghĩa – Chơn Thành.

Trước đó, Văn phòng Chính phủ cũng có văn bản truyền đạt ý kiến của Phó Thủ tướng Trần Hồng Hà về việc trình Quốc hội về chủ trương đầu tư dự án đầu tư xây dựng đường bộ cao tốc Bắc – Nam phía Tây đoạn Gia Nghĩa – Chơn Thành.

Cụ thể, Phó Thủ tướng Trần Hồng Hà giao Bộ Kế hoạch và Đầu tư khẩn trương thực hiện chỉ đạo của Thủ tướng Chính phủ tại thông báo số 331, trong đó lưu ý khẩn trương tổ chức thẩm định Báo cáo nghiên cứu tiền khả thi dự án đầu tư xây dựng đường bộ cao tốc Bắc – Nam phía Tây đoạn Gia Nghĩa – Chơn Thành và đăng ký nội dung trình Quốc hội về chủ trương đầu tư dự án này tại kỳ họp thứ 6 Quốc hội khóa XV.

Liên quan đến dự án này, cuối tháng 7 vừa qua, UBND tỉnh Bình Phước đã có tờ trình gửi Chính phủ, Bộ Kế hoạch và Đầu tư về báo cáo nghiên cứu tiền khả thi dự án đầu tư xây dựng đường cao tốc Bắc – Nam phía Tây, đoạn Gia Nghĩa (Đắk Nông) – Chơn Thành (Bình Phước) theo phương thức PPP.

Theo tờ trình của UBND tỉnh Bình Phước, dự án Gia Nghĩa – Chơn Thành có điểm đầu giao với Quốc lộ 14 hiện hữu tại Km1915-900 thuộc tỉnh Đắk Nông; điểm cuối tại khu vực thị xã Chơn Thành, tỉnh Bình Phước.

Tổng chiều dài toàn tuyến của dự án là 128,8km, trong đó chiều dài tuyến cao tốc là 126,8km và 2 km tuyến kết nối từ nút giao cuối tuyến với cao tốc Tp.HCM – Thủ Dầu Một – Chơn Thành đến đường Hồ Chí Minh đoạn Chơn Thành – Đức Hòa.

Trong tờ trình, UBND tỉnh Bình Phước đề xuất phân kỳ đầu tư giai đoạn I dự án với quy mô 4 làn xe cao tốc hoàn chỉnh, chiều rộng mặt đường 24,75m, riêng đoạn qua Tp.Đồng Xoài, Bình Phước có chiều rộng mặt đường 25,5m. Dù vậy, dự án vẫn thực hiện giải phóng mặt bằng theo quy mô quy hoạch với 6 làn xe hoàn chỉnh theo quy hoạch.

Theo tính toán của UBND tỉnh Bình Phước, cao tốc Gia Nghĩa – Chơn Thành có tổng mức đầu tư sơ bộ khoảng 25.540 tỷ đồng. Trong đó, chi phí bồi thường, hỗ trợ và tái định cư khoảng 4.640 tỷ đồng; chi phí xây dựng và thiết bị khoảng 16.608 tỷ đồng; chi phí quản lý dự án, tư vấn và chi phí khác 996 tỷ đồng; chi phí dự phòng 2.484 tỷ đồng…

Trước đó, vào đầu tháng 5/2022, liên danh Vingroup – Techcombank đã có văn bản gửi UBND tỉnh Bình Phước, UBND tỉnh Đắk Nông và Bộ Giao thông Vận tải đề xuất thực hiện dự án đầu tư tuyến cao tốc Gia Nghĩa (Đắk Nông) – Chơn Thành (Bình Phước) theo hình thức PPP.

Theo đó, liên danh Vingroup – Techcombank đề xuất bỏ chi phí lập báo cáo nghiên cứu tiền khả thi và báo cáo nghiên cứu khả thi dự án để trình cơ quan nhà nước có thẩm quyền phê duyệt. Trong trường hợp báo cáo nghiên cứu tiền khả thi và báo cáo nghiên cứu khả thi dự án không được phê duyệt, liên danh này cam kết chịu mọi chi phí liên quan đến công tác chuẩn bị đầu tư công trình.

Đến cuối tháng 5/2022, Bộ Giao thông Vận tải đã có văn bản chấp thuận giao liên danh Vingroup – Techcombank chủ trì lập báo cáo nghiên cứu tiền khả thi dự án cao tốc Gia Nghĩa (Đắk Nông) – Chơn Thành (Bình Phước) theo phương thức PPP.

Tháng 10 năm 2022, liên danh Vingroup – Techcombank khẳng định tổng số vốn dự kiến tối đa mà nhà đầu tư có thể thu xếp tham gia vào dự án là 16.000 tỷ đồng.

Đối với số vốn còn lại, liên danh Vingroup – Techcombank đề nghị UBND 2 tỉnh Đắk Nông và Bình Phước báo cáo Thủ tướng xem xét hỗ trợ bổ sung thêm từ nguồn vốn ngân sách của địa phương hoặc trung ương để đảm bảo tổng mức đầu tư thực hiện dự án.
