Cống thoát nước hiện nay ở trong tình trạng quá tải. Dự án xây dựng cống thoát nước được thực hiện từ năm 2001 và chỉ phù hợp với đỉnh triều cường khoảng 1,32m. Còn hiện nay đỉnh triều cường lên tới gần 1,6m cống không thể vận hành kịp.
Theo Trung tâm Quản lý môi trường quốc tế ICEM, hiện tại có 154 phường xã của TP.HCM đã chịu ngập úng thường xuyên. Đến năm 2050, dự báo con số này sẽ lên đến 177, chiếm 61% diện tích thành phố. Đặc biệt, khi xuất hiện bão thì 30 xã nữa sẽ bị ảnh hưởng, chiếm 71% diện tích thành phố. Có nghĩa là sẽ có gần 142.000 ha bị ngập úng vào năm 2050 khi có bão bất thường.
Theo nghiên cứu của ICEM, tình trạng ngập úng làm hư hại đường sá, cầu cống, cản trở giao thông. Tổ chức này cho rằng, sẽ có hơn một nửa nút giao thông hiện có và dự kiến có ở TP.HCM sẽ bị ảnh hưởng bởi ngập úng bất thường vào năm 2050, trong đó có các nhà máy xử lý nước thải. Sự xâm nhập của nước biển làm cho chất lượng nước ngầm xấu đi.
