Trong giai đoạn 2021 – 2030, TP.HCM thay đổi bộ mặt giao thông với 211 km đường sắt và các dự án phát triển giao thông xanh TP.HCM (BRT). Đông thời tuyến Metro số 1 và metro số 2 cũng đã đi đến những giai đoạn nhất định.
Đường sắt được ưu tiên
Theo kế hoạch phát triển các dự án đường sắt và BRT của UBND TP.HCM, giai đoạn 2021 – 2025,thành phố đặt mục tiêu phát triển 211 km đường sắt và BRT; trong đó, giai đoạn trước mắt sẽ phát triển khoảng 66 km đường sắt và triển khai dự án phát triển giao thông xanh TP.HCM. Ưu tiên các tuyến metro đang triển khai và chuẩn bị đầu tư dự án mới. Cụ thể, thành phố sẽ hoàn thành và đưa vào khai thác tuyến metro số 1 (Bến Thành – Suối Tiên) dài 19,7 km; triển khai xây dựng tuyến metro số 2 (Bến Thành – Tham Lương) dài 11,32 km.
Các tuyến dự án khác dự kiến cũng sẽ triển khai trong giai đoạn này là tuyến metro số 5 – giai đoạn 1 (ngã tư Bảy Hiền – cầu Sài Gòn) dài 8,9 km; tuyến metro 3a – giai đoạn 1 (Bến Thành – Bến xe miền Tây) dài 9,7 km; tuyến BRT số 1 dài 23 km; đường sắt nhẹ Thủ Thiêm – Cảng hàng không quốc tế Long Thành dài 11,8 km.
Bên cạnh đó, quy hoạch mạng lưới đường sắt thời kỳ 2021-2030, tầm nhìn đến năm 2050 được Cục Đường sắt Việt Nam trình Bộ GTVT, trong đó sẽ có ba tuyến bắt TP.HCM trong chín tuyến được ưu tiên đầu tư. Bao gồm đường sắt tốc độ cao TP.HCM – Nha Trang, đường sắt nhẹ Thủ Thiêm – Long Thành và đường sắt TP.HCM – Cần Thơ.
Tiến độ dự án Metro tại TP.HCM
Dự án tuyến metro số 1 hiện đã đạt hơn 85% tổng khối lượng. Dự kiến sẽ hoàn thành và đưa vào khai thác thương mại năm 2022. Trong khi đó, dự án tuyến metro số 2 đang giải phóng mặt bằng; đến nay đã có 601/603 trường hợp nhận quyết định bồi thường; tỉ lệ bàn giao mặt bằng đạt 78,61%. Dự kiến trong năm 2021, tuyến metro số 2 sẽ có đủ mặt bằng toàn dự án để triển khai thi công.
Hiện, UBND TP HCM đã giao Ban Quản lý đường sắt đô thị thành phố chủ trì; phối hợp với Công ty trách nhiệm hữu hạn Đường sắt đô thị số 1; các sở ngành; địa phương và đơn vị liên quan xây dựng kế hoạch triển khai chi tiết; đề xuất nguồn lực đảm bảo hoàn thành và đưa vào vận hành khai thác tuyến metro số 1 trong thời gian tới. Các đơn vị cũng đẩy nhanh tiến độ xây dựng tuyến metro số 2; chuẩn bị đầu tư cho các tuyến đường sắt đô thị khác theo đúng kế hoạch.
Xây dựng thêm các công trình kết nối
Để đồng bộ và phát huy hiệu quả tuyến metro số 1 và metro số 2 trong tương lai, ngay trong năm 2021, TP.HCM sẽ thực hiện việc chuẩn bị đầu tư xây dựng công trình kết nối đồng bộ với 2 tuyến metro này tại khu vực nhà ga Bến Thành. Với tổng mức đầu tư dự kiến 2.098 tỷ đồng. Cụ thể, dự án sẽ xây dựng nhà ga ngầm Bến Thành tuyến số 2 gồm 4 tầng hầm; chiều dài khoảng 207m; chiều rộng khoảng 27m và một số công trình trên mặt đất.
Cùng với đó, dự án cũng xây dựng các công trình kết nối với bãi đậu xe ngầm tại khu vực đường Hàm Nghi; trung tâm thương mại ngầm khu vực Bến Thành; cải tạo cảnh quan kiến trúc phía trên mặt đất khu vực Bến Thành; công viên 23/9 thuộc phạm vi dự án đồng bộ quy hoạch cảnh quan kiến trúc khu vực này.
