Mới đây, TP.HCM đưa ra thông tin sẽ mở rộng QL13 từ ngã tư Bình Phước đến cầu Bình Triệu dài khoảng 5,5km, dự kiến thực hiện trước năm 2025 với tổng mức đầu tư gần 10.000 tỉ đồng.
Trước đó, cuối tháng 1/2021, Bình Dương cũng đã điều chỉnh cục bộ kế hoạch đầu tư công, tăng vốn đầu tư để giải phóng QL13 đoạn từ nút giao Tự Do đến ngã tư Lê Hồng Phong.
Ngày 9/4, Sở GTVT TP.HCM cho biết dự án nâng cấp, mở rộng QL13 từ ngã tư Bình Phước đến cầu Bình Triệu đang được lập kế hoạch đầu tư và sẽ triển khai trong giai đoạn 2021 – 2025. Dự án có tổng vốn đầu tư là gần 10.000 tỉ đồng từ nguồn ngân sách thành phố. Trong đó, chi phí xây dựng hơn 1.300 tỉ, tiền giải phóng mặt bằng khoảng 8.100 tỉ; còn lại là các khoản chi phí tư vấn, quản lý, di dời hạ tầng kỹ thuật,…
Đây được xem là dự án trọng điểm ở cửa ngõ TP.HCM đến các tỉnh Đông Nam Bộ, nhiều lần được nghiên cứu để giải quyết tình trạng giao thông ùn tắc do “thắt cổ chai”. Trong khi Bình Dương đã mở rộng QL13 lên 6 làn xe, sắp tới tăng lên 8 làn xe thì đoạn QL13 ở TP.HCM vẫn chưa được thông thoáng.

Bỏ qua các yếu tố khách quan, việc QL13 qua Bình Dương được mở rộng nhanh chóng hơn do đây là trục thông thương huyết mạch, giao thoa nhiều tuyến đường quan trọng khác. Theo Quyết định số 4291/QĐ-UBND v/v phê duyệt quy hoạch phát triển hệ thống giao thông công cộng tỉnh Bình Dương đến năm 2025 và tầm nhìn sau năm 2025, có đến 17 công trình đi qua QL13 bao gồm các tuyến đường sắt đô thị số 2, 3, 5, 8; công trình trung chuyển, bến kỹ thuật được bố trí tại khu vực Lotte Mart và hơn 10 tuyến xe bus đô thị kết hợp xe bus nhanh (BRT),…
Trước đó, tại Quyết định 1071/QĐ-UBND phê duyệt đồ án quy hoạch chung xây dựng đô thị Thuận An đến năm 2020, tầm nhìn đến năm 2030, Bình Dương đã quyết định mở rộng QL13 (nhất tỉnh. Vốn đầu tư cho dự án giải phóng QL13
Có ý nghĩa quan trọng trong tiến trình đô thị hóa và thực hiện dự án “Vùng đổi mới sáng tạo” của Bình Dương, tỉnh đã ban hành nhiều quyết định để thúc đẩy tiến trình hoàn thiện QL13. Tiêu biểu như Quyết định 3897/QĐ-UBND v/v giao chỉ tiêu kế hoạch đầu tư công năm 2021 hay mới đây nhất (tháng 01/2021) là Quyết định 283/QĐ-UBND v/v điều chỉnh cục bộ kế hoạch đầu tư công trung hạn 2016 – 2020, kế hoạch đầu tư công năm 2020 và chuyển giai đoạn thực hiện dự án.
Theo các quyết định này, vốn đầu tư cho dự án giải phóng QL13 đoạn từ nút giao Tự Do đến ngã tư Lê Hồng Phong sẽ được tăng thêm hơn 211 tỷ đồng và chuyển từ danh mục Chuẩn bị đầu tư sang Thực hiện dự án. Các đoạn QL13 từ cổng chào Vĩnh Phú đến ngã tư cầu Ông Bố, cầu Ông Bố đến nút giao Hữu Nghị,… cũng được lên kế hoạch đầu tư.

Hiện QL13 là khu vực “đóng đô” của nhiều tiện ích quốc tế như Aeon Mall, Lotte Mart, các bệnh viện quốc tế: Hạnh Phúc, Becamex, Columbia Asia,… thu hút người dân TP.HCM, Bình Dương và các tỉnh lân cận. Trên trục đường này cũng tập trung các khu công nghiệp (KCN) lớn gồm KCN VSIP 1, KCN Việt Hương,… với lực lượng chuyên gia, lao động kỹ thuật cao hàng chục ngàn người.
