Dự án cao tốc Bắc-Nam phía Đông giai đoạn 2021-2025 đã được rút ngắn về trình tự thủ tục, giải phóng mặt bằng để chuẩn bị khởi công nếu so sánh với giai đoạn 1.
Nhiều bước đột phá về giải phóng mặt bằng
Dự án đường bộ cao tốc Bắc-Nam phía Đông giai đoạn 2021-2025 đã có nhiều bước đột phá về tiến độ triển khai thực hiện về công tác giải phóng mặt bằng để sớm khởi công và hoàn thành công trình.
Theo báo cáo của Bộ Giao thông Vận tải, dự án cao tốc Bắc Nam phía Đông giai đoạn 2021-2025 với tổng chiều dài khoảng 729 km; đi qua địa phận 12 tỉnh, thành phố với sơ bộ tổng mức đầu tư 146.990 tỷ đồng theo hình thức đầu tư công; sơ bộ nhu cầu sử dụng đất của dự án khoảng 5.481 ha; số hộ dân bị ảnh hưởng là 14.983 hộ; số hộ tái định cư khoảng 11.905 hộ.
Tổng khối lượng vật liệu đắp nền đường cho 12 dự án khoảng 85,94 triệu m3; được chia thành 12 dự án thành phần vận hành độc lập, tổ chức triển khai thi công trong năm 2022; cơ bản hoàn thành năm 2025 và đưa vào khai thác vận hành từ năm 2026.
“Hiện dự án cao tốc Bắc-Nam phía Đông giai đoạn 2021-2025 cơ bản đáp ứng tiến độ yêu cầu tại Nghị quyết 18 của Chính phủ như 12/12 tỉnh đã có văn bản thỏa thuận hướng tuyến và công trình; hoàn thành công tác khảo sát hiện trường địa hình, địa chất, thủy văn; công tác lập hồ sơ khảo sát vật liệu và bãi đổ thải tư vấn đang hoàn thiện, dự kiến hoàn thành 15/5/2022,” lãnh đạo Bộ Giao thông Vận tải thông tin.
Đảm bảo giao 70% diện tích mặt bằng cao tốc Bắc – Nam trước năm 2023
Mặt khác, Bộ Giao thông Vận tải đã rà soát, tổ chức lập, phê duyệt, bàn giao hồ sơ thiết kế cắm cọc giải phóng mặt bằng cho các địa phương theo từng giai đoạn tùy theo mức độ phức tạp về kỹ thuật của từng đoạn tuyến, cơ bản hoàn thành trước ngày 30/6/2022.
Bên cạnh đó, các địa phương khẩn trương thực hiện các công tác liên quan đến bồi thường, hỗ trợ, tái định cư; đảm bảo bàn giao 70% diện tích mặt bằng của các gói thầu xây lắp khởi công cuối năm 2022; bàn giao toàn bộ diện tích còn lại trong quý 2/2023.
Đến nay, các Ban Quản lý dự án đã phê duyệt hồ sơ thiết kế cắm cọc giải phóng mặt bằng; bàn giao cho địa phương 424,8/729 km; dự kiến sẽ bàn giao toàn bộ 619km vào ngày 15/5 tới.
Công tác giải phóng mặt bằng đóng vai trò quan trọng
Đánh giá công tác giải phóng mặt bằng có vai trò quan trọng và thường là nút thắt của dự án. Ngay từ giai đoạn chuẩn bị dự án, Bộ Giao thông Vận tải đã chỉ đạo các Ban Quản lý dự án, Tư vấn thiết kế phối hợp với các địa phương khu vực tuyến đi qua nghiên cứu kỹ hướng tuyến để tránh các khu dân cư đông đúc; giảm thiểu khối lượng giải phóng mặt bằng.
Ngay sau khi dự án được phê duyệt, bộ đã chỉ đạo lập hồ sơ cắm cọc giải phóng mặt bằng và bàn giao cho các địa phương để kịp thời triển khai công tác bồi thường, hỗ trợ, tái định cư. Chính vì vậy, khi khởi công các dự án thành phần, cơ bản công tác giải phóng mặt bằng đã đạt được khoảng 90% khối lượng.
“Tính từ thời điểm Quốc hội có chủ trương đầu tư, thời gian để Bộ Giao thông Vận tải hoàn thành bàn giao hồ sơ, cắm cọc giải phóng mặt bằng cho địa phương khoảng 5 tháng và thời gian chuẩn bị đầu tư, khởi công dự án khoảng 10 tháng, công tác giải phóng mặt bằng sẽ được hoàn tất trong thời gian khoảng 1,5 năm. Đây có thể được coi là bước đột phá về thời gian chuẩn bị thực hiện đầu tư dự án,” lãnh đạo Bộ Giao thông Vận tải nhấn mạnh.
Chỉ còn 0,1% chiều dài tuyến còn vướng mắc mặt bằng
Phía phía Bộ Giao thông Vận tải cũng đưa ra dẫn chứng so sánh với toàn bộ dự án cao tốc Bắc – Nam giai đoạn 1 được triển khai thực hiện theo thủ tục, trình tự pháp luật thông thường nên thời gian từ lúc chuẩn bị đầu tư, giải phóng mặt bằng đến khởi công dự án thường mất từ 2-3 năm.
“Cho đến nay, sau 3 năm triển khai thực hiện, vẫn còn khoảng 0,1% chiều dài tuyến còn vướng mặt bằng và một số công trình hạ tầng kỹ thuật hoặc một số hạng mục công trình đã được bồi thường nhưng chưa được di dời,” lãnh đạo Bộ Giao thông Vận tải chỉ ra vướng mắc.
Đây cũng là tín hiệu đáng mừng cho tiến độ hoàn thành cao tốc Bắc – Nam. Vì khi hoàn thành đây sẽ là cầu nối kinh tế liên tỉnh, xuyên suốt cả nước.
