Với việc ký hợp đồng, 4 tuyến cao tốc do VEC quản lý, trong đó có TP.HCM – Long Thành – Dầu Giây sẽ vận hành thu phí điện tử không dừng (ETC) theo công nghệ thống nhất với các trạm thu phí cả nước.

Vận hành thu phí ETC cho 4 tuyến cao tốc

Ngày 7-6, Tổng công ty Đầu tư phát triển đường cao tốc Việt Nam (VEC) đã tổ chức lễ ký kết hợp đồng gói thầu thuê dịch vụ thu phí với Công ty TNHH thu phí tự động VETC. Thời gian thực hiện hợp đồng 64 tháng kể từ khi hợp đồng có hiệu lực. 

Các bên thống nhất đến ngày 31-7, nhà thầu sẽ hoàn thành việc lắp đặt và đưa vào vận hành hệ thống ETC cho 4 tuyến cao tốc: Cầu Giẽ – Ninh Bình, TP. HCM – Long Thành – Dầu Giây, Nội Bài – Lào Cai, Đà Nẵng – Quảng Ngãi. Nhà thầu cam kết huy động đầy đủ các nhân sự, nhà thầu phụ để đáp ứng tiến độ đã cam kết.

Việc vận hành ETC tại các trạm thu phí thuộc các đường cao tốc do VEC quản lý sẽ rút ngắn thời gian lưu thông do không phải dừng chờ; giảm ùn tắc tại các trạm; nhất là các dịp cao điểm lễ, tết…

Hiện các trạm thu phí trên cả nước cũng đang đẩy nhanh tiến độ lắp đặt các làn ETC còn lại và phải hoàn thành trước ngày 31-7. 

Tại cuộc họp về vướng mắc đối với việc triển khai hệ thống thu phí điện tử không dừng ngày 17-5, Phó thủ tướng Lê Văn Thành yêu cầu sau 31-7, nếu dự án nào chưa triển khai xong thu phí không dừng sẽ phải xả trạm, có chế tài xử lý trách nhiệm tập thể, cá nhân gây chậm tiến độ.

Làn thu phí không dừng ETC là gì?

Làn thu phí không dừng ETC viết tắt của Electronic Toll Collection là trạm thu phí không dừng trên các trục đường quốc lộ cao tốc bằng việc áp dụng công nghệ hiện đại. Đây là làn thu phí không dừng được bố trí trên các trục đường quốc lộ giúp tiết kiệm thời gian, giảm ùn tắc ô nhiễm môi trường. Bên cạnh đó, vì là làn không dừng nên cũng giúp nhà đầu tư BOT tiết kiệm chi phí in vé, chi phí nhân sự, bảo trì, đồng thời tránh thất thoát. 

Dịch vụ thu phí tự động đường bộ của công ty TNHH Thu phí tự động VETC được áp dụng công nghệ RFID (Radio Frequency Identification) sử dụng sóng radio để nhận diện tự động phương tiện xe cơ giới. Thông qua thẻ định danh VETC dán trên phương tiện, dịch vụ VETC giúp phương tiện lưu thông qua trạm thu phí không phải dừng chờ thanh toán, giữ được tốc độ lưu thông ổn định và tiết kiệm nhiên liệu.

Công nghệ RFID đã được chứng minh có độ chính xác cao, khá phổ biến trên thế giới trong lĩnh vực nhận diện điện tử và đã khẳng định được vị thế số 1 trong lĩnh vực thu phí tự động. Dịch vụ thu phí tự động đường bộ VETC được áp dụng công nghệ RFID (Radio Frequency Identification) sử dụng sóng radio để nhận diện tự động phương tiện xe cơ giới., từ đó có thể dễ dàng giám sát, quản lý và lưu vết từng giao dịch của phương tiện. Kết hợp cùng hệ thống thanh toán điện tử cho các giao dịch đã được xác minh, dịch vụ thu phí tự động đường bộ VETC đảm bảo lưu thông không dừng của phương tiện qua trạm thu phí với tỷ lệ chính xác đạt 99.98%.

Ông Nguyễn Mạnh Thắng – Phó Tổng cục trưởng Tổng cục Đường bộ Việt Nam cho biết, dự án thu phí tự động không dừng-ETC giai đoạn 2 (BOO 2) có tổng số 33 trạm thuộc quản lý của 22 nhà đầu tư BOT.

Theo Cục Đường bộ Việt Nam, cả nước hiện có khoảng 900.000 trong tổng số 3,5 triệu phương tiện dán thẻ ETC và có 20% số chủ xe trong số 900.000 phương tiện đã nạp tiền vào tài khoản thu phí để sử dụng.
