Sau nhiều lần sửa chữa, chấp vá, mới đây Bộ Giao thông vận tải đề xuất đầu tư dự án nâng cấp, sửa chữa QL62 với tổng kinh phí hơn 2000 tỷ đồng
QL62 – tuyến đường huyết mạch của Long An
Tuyến QL 62 là tuyến giao thông huyết mạch quan trọng của Long An nối vùng Đồng Tháp Mười với trung tâm TP. Tân An cũng như trục giao thông của các tỉnh lân cận như: Đồng Tháp, An Giang đến TP. HCM.
Trước yêu cầu phát triển của vùng cũng như hình thành mạng lưới giao thông kết nối giữa TP. HCM, cùng các tỉnh miền Đông với các tỉnh miền Tây Nam bộ, việc nâng cấp, mở rộng QL 62 là một yêu cầu cấp thiết.
Từ khi đưa vào sử dụng năm 1999 đến nay, chất lượng nền, mặt đường đã xuống cấp trầm trọng dẫn đến năng lực thông hành nhiều đoạn tuyến trên QL62 quá tải, ùn tắc và tai nạn giao thông thường xuyên xảy ra. Tuyến đường này chưa một lần được sửa chữa lớn mà chủ yếu là dặm vá, sửa chữa các đoạn hư hỏng nặng.
Bên cạnh đó, QL62 có thể coi là con đường huyết mạch về các huyện vùng Đồng Tháp Mười; nhu cầu vận tải hàng hóa xuất, nhập khẩu qua Cửa khẩu Quốc tế Bình Hiệp, thị xã Kiến Tường (Long An) cũng ngày một tăng cao. Do đó, việc nâng cấp, mở rộng tuyến đường này sẽ tác động trực tiếp đến việc phát triển kinh tế cho các địa phương nơi đây và các tỉnh lân cận; góp phần vào sự phát triển chung của các tỉnh phía Nam.
Việc sửa chữa QL62 có ý nghĩa kinh tế cao
Theo các đơn vị chức năng, khi mở rộng, sửa chữa QL62 sẽ rút ngắn thời gian của các xe từ TP. HCM đi các tỉnh vùng Đồng Tháp Mười và qua Cửa khẩu quốc tế Campuchia. Đồng thời, so với di chuyển theo QL1, lựa chọn lưu thông theo QL62, QLN2 người tham gia giao thông sẽ rút ngắn từ 60 – 80km di chuyển.
Vì những lí do trên, Long An đã nhiều lần đề xuất và kiến nghị và đến nay dự án mở rộng, sửa chữa QL62 đã chính thức được thông qua và có chủ trương bố trí nguồn vốn. Theo đó, Chính phủ đã giao cho Bộ Giao thông vận tải chuẩn bị các bước đầu tư để triển khai ngay trong năm nay. Việc mở rộng, sửa chữa QL62 sẽ hoàn thành trong năm 2023.
Dự kiến, dự án mở rộng, sửa chữa QL62 sẽ được đầu tư từ nguồn vốn trái phiếu Chính phủ. Tuyến QL62 sẽ nâng cấp, cải tạo đường hiện hữu từ 9m thành đường cấp III đồng bằng với mặt đường rộng 11m. Vận tốc thiết kế 80km/h với điểm đầu dự án tại nút giao với QL1, TP. Tân An, điểm cuối tại Cửa khẩu Quốc tế Bình Hiệp.
Bên cạnh việc mở rộng, sửa chữa QL62 thì QL53 và QL91B cũng được đầu tư nâng cấp, sửa chữa để phục vụ kinh tế vùng ĐBSCL.
Mở rộng toàn tuyến QL53
Tuyến QL53 đoạn Long Hồ – Ba Si và cầu Ngã Tư có chiều dài hơn 40km. Bộ GTVT đề xuất đầu tư nâng cấp, cải tạo nền đường rộng 12m; mặt đường rộng 11m; vận tốc thiết kế 80km/h.
Dự án có điểm đầu tại Km11+295 thuộc địa phận xã Long An, huyện Long Hồ, tỉnh Vĩnh Long. Điểm cuối tại Km56+000 thuộc địa phận xã Phương Thạch, huyện Càng Long, tỉnh Trà Vinh.
Được biết, tuyến QL53 là tuyến đường chính, tập trung phương tiện lưu thông từ trung tâm tỉnh Trà Vinh kết nối các huyện ven biển như Châu Thành, Cầu Ngang, Duyên Hải. Dự án hoàn thành đưa vào vào khai thác không chỉ rút ngắn thời gian đi lại; đảm bảo an toàn giao thông mà còn góp phần giúp địa phương đẩy mạnh thu hút nhà đầu tư phát triển các dự án khu vực biển và ven biển, nơi có nhiều công trình trọng điểm như: Trung tâm Điện lực Duyên Hải, khu Kinh tế Định An, luồng cho tàu biển trọng tải lớn vào sông Hậu…
QL91B nâng cấp những phần đường hẹp
Tuyến QL91B (tuyến Nam Sông Hậu) đoạn ngã 5 cầu Cần Thơ – Bạc Liêu có tổng chiều dài hơn 141 km. Bộ GTVT đề xuất chia làm hai đoạn.
Cụ thể, đoạn từ ngã 5 cầu Cần Thơ đến cảng Cái Cui được giữ nguyên theo hiện trạng là nền đường rộng 12m, mặt đường rộng 11m. Phần này có hai làn xe cơ giới và hai làn xe thô sơ.
Đoạn từ cầu Cái Cui đến ngã ba giao giữa QL91B với tỉnh lộ Bạc Liêu Vĩnh Châu và đường dẫn phía mố A đường vào cầu Tôn Đức Thắng sẽ giữ nguyên quy mô và thảm tăng cường mặt đường các đoạn tuyến hiện hữu có nền đường rộng 12m, mặt đường rộng 11 m.
Những đoạn nền đường rộng 7,5m, mặt đường rộng 6m sẽ được mở rộng, nâng cấp nền đường rộng 12m, mặt đường rộng 11m. Vận tốc những đoạn này được thiết kế 80km/h.
Tổng mức đầu tư 3 quốc lộ hơn 7.000 tỷ đồng
Tổng mức đầu tư dự kiến để cải tạo, nâng cấp ba tuyến quốc lộ nêu trên là hơn 7.158 tỷ đồng.. Trong đó, QL53 có tổng mức đầu tư là hơn 1.811 tỷ đồng; QL62 có tổng mức đầu tư hơn 2.190; QL91B có tổng mức đầu tư hơn 3.155 tỷ đồng.
Mức đầu tư ba dự án trên được Bộ GTVT đề xuất vốn vay WB khoảng hơn 5.777 tỷ đồng, tương đương khoảng hơn 250 triệu USD.
Nguồn vốn này được sử dụng cho các hạng mục như chi phí xây dựng, thiết bị trước thuế; chi phí tư vấn thiết kế kỹ thuật, tư vấn thiết kế bản vẽ thi công; chi phí tư vấn giám sát thi công và chi phí dự phòng.
Vốn đối ứng của dự án khoảng hơn 1.380 tỷ đồng, tương đương khoảng hơn 59 triệu USD được sử dụng cho các hạng mục chi phí quản lý dự án, tư vấn đầu tư xây dựng còn lại, chi phí khác; chi phí giải phóng mặt bằng; các loại thuế, phí.
Dự án sẽ được thực hiện trong 4 năm sau khi Hiệp định tài trợ có hiệu lực (dự kiến từ năm 2023 – 2026).
