TP. HCM dự kiến từ nay đến năm 2025 sẽ tập trung triển khai mời gọi đầu tư 3 trung tâm logistics tại Khu công nghệ cao, Linh Trung và Long Bình (TP. Thủ Đức).
Mới đây, nhiều điểm nghẽn và giải pháp nhằm phát triển logistics TP. HCM được đưa ra tại Hội nghị “Cục Hải quan TP. HCM và cộng đồng doanh nghiệp đồng hành, chung tay phục hồi kinh tế” và Tọa đàm “Logistics Thành phố Hồ Chí Minh cất cánh” do Cục Hải quan TP phối hợp với Hiệp hội Logistics TP thực hiện.
Logistics TP. HCM có nhiều điểm nghẽn
Ông Bùi Tá Hoàng Vũ, Giám đốc Sở Công Thương TP. HCM cho biết logistics TP. HCM đang có năm điểm nghẽn.
Thứ nhất là cơ sở hạ tầng chưa hoàn chỉnh
Hệ thống đường bộ, đặc biệt hệ thống đường vành đai 2,3,4 chưa hoàn chỉnh. Bên cạnh đó là tình trạng thường tắc nghẽn các tuyến đường bộ đến cảng Cát Lái, ICD Trường Thọ… Tuyến Bắc – Nam kết nối kém với cảng biển, cảng hàng không; Tiêu chuẩn kỹ thuật lạc hậu, thiếu vốn đầu tư nâng cấp, chuyển đổi.
Sân bay Tân Sơn Nhất quá tải, các ga hàng không đã hết công suất. Sân bay chưa phát triển theo mô hình ga cảng hàng không nối dài. Hiện có 1.505 nhà kho, đa số đều có diện tích nhỏ. Xu hướng kho thu hẹp tại TP. HCM và chuyển dịch sang các vùng lân cận như Bình Dương, Đồng Nai. Hạn chế nữa là TP. HCM hiện tại vẫn chưa có Trung tâm logistics.
Điểm nghẽn thứ hai đến từ thực trạng năng lực doanh nghiệp logistics.
Có tới 54% doanh nghiệp logistics tập trung tại TP. HCM. Tuy nhiên lại có trên 90% doanh nghiệp logistics nhỏ, siêu nhỏ, vừa. Phần lớn doanh nghiệp chỉ cung cấp dịch vụ cơ bản, đơn lẻ. Tiềm lực tài chính yếu, mức độ đầu tư công nghệ thông tin hiện đại còn kém. Hiện có khoảng 90% doanh nghiệp có vốn điều lệ chỉ vài tỷ đồng,
Lãnh đạo Cục Hải quan TP. HCM, Sở Công thương TP. HCM cho rằng cần tháo gỡ nhiều điểm nghẽn hạ tầng, giao thông, nhân lực… để phát triển logistics thành phố.
Thứ ba, ứng dụng công nghệ và chi phí
Hiện này đa phần các doanh nghiệp logistics có mức độ ứng dụng công nghệ thông tin không đồng đều. Bên cạnh đó chi phí logistics chiếm rất cao trên tổng chi phí của doanh nghiệp. Khảo sát 39% doanh nghiệp cho rằng chi phí logistics chiếm 5-10% tổng chi phí. Trong đó 60% là chi phí vận tải, 21% là chi phí xếp dỡ, 12% là chi phí kho bãi.
Thứ tư là thiếu nhân lực
Tính đến 2030, nhu cầu nhân lực toàn ngành logistics cần trên 200.000 người. Riêng TP. HCM cần khoảng 100.000 người, mỗi năm cần 10.000 người. Tuy nhiên, các trường đại học, cao đẳng, trung học nghề trên địa bàn chỉ đào tạo được 2.500 sinh viên, học viên/năm.
Đề xuất nhiều giải pháp cho logistics TP. HCM
Giải pháp mà ông Bùi Tá Hoàng Vũ, Giám đốc Sở Công thương TP. HCM đưa ra là phát triển hệ thống trung tâm logistics quy mô chuyên nghiệp; giải pháp chuyển đổi số, phát triển nguồn nhân lực, xúc tiến sử dụng dịch vụ logistics. Ngoài ra, TP. HCM sẽ tăng cường hợp tác, liên kết vùng.
Giải pháp khác là thành lập hiệp hội logistics TP. HCM (HLA), hỗ trợ vay kích cầu. Dự kiến trong tháng 9, hiệp hội HLA và Sở công thương diễn đàn logistics; tập trung vào giải pháp liên kết vùng; chuyển đổi số logistics cho TP. HCM.
Logistics TP. HCM sẽ được sự hỗ trợ tối đa từ Cục hải quan TP. HCM
Cục Hải quan TP. HCM và Hiệp hội Logistics TP. HCM ký kết quy chế phối hợp giữa hai bên nhằm nâng cao hiệu quả hợp tác, tăng cường kết nối trong hoạt động dịch vụ logistics.
Để logistics TP. HCM phát triển, ông Đinh Ngọc Thắng, Cục trưởng Cục hải quan TP. HCM cho biết hải quan TP cam kết đồng hành cùng doanh nghiệp nhiều việc làm. Cụ thể như cải cách hành chính; đơn giản hóa thủ tục hải quan hướng đến hải quan phi giấy tờ. Hải quan TP đang triển khai hệ thống hải quan công nghệ số thông minh ngang tầm với các nước châu Âu.
“Trung tâm đăng ký tờ khai tại trụ sở chính của Cục Hải quan; các cảng là điểm thông quan hàng hóa. Việc này giúp tiết kiệm chi phí, thời gian cho doanh nghiệp thay vì phải xuống các cảng đăng ký tờ khai. Cục cũng đã có kế hoạch phát triển nguồn nhân lực, với 100 sinh việc được chọn đào tạo”, ông Thắng nói.
Lãnh đạo Cục Hải quan TP. HCM cũng đã ký kết phối hợp với Hiệp hội Logistics TP. HCM để đẩy mạnh vai trò Đại lý Hải quan. Thực sự đưa đây là cánh tay nối dài của cơ quan hải quan; là cầu nối giữa Hải quan và doanh nghiệp; hướng đến tính chuyên nghiệp; tự nguyện tuân thủ pháp luật trong quá trình làm thủ tục hải quan; minh bạch hóa các khâu thủ tục.
TP. HCM có 7 trung tâm Logistics trọng điểm
Có 7 trung tâm Logistics TP. HCM phát triển là Long Bình, Cát Lái, Linh Trung, Khu công nghệ cao, Tân Kiên, Hiệp Phước và Củ Chi. Theo ông Vũ, hiện về pháp lý hoá chức năng đất sử dụng trong quy hoạch, TP. HCM đã cơ bản thống nhất hoàn chỉnh quy hoạch 7 khu đất xây trung tâm logistics. Tiếp đó TP sẽ tổ chức đấu thầu chọn lựa nhà đầu tư, các trung tâm sẽ có đủ các chức năng hoạt động và tiện ích của các cơ quan nhà nước cùng tham gia.
