Cầu 5.000 tỷ đồng nối Đồng Nai với Bà Rịa-Vũng Tàu sẽ khởi công trong tháng 9

TPO – Dự án cầu Phước An sẽ hoàn thành công trình sau 5 năm thi công và nối thị xã Phú Mỹ, tỉnh Bà Rịa-Vũng Tàu với huyện Nhơn Trạch, tỉnh Đồng Nai.

Cầu Phước An sẽ được khởi công vào quý III/2022

Ngày 1/7, ông Nguyễn Công Vinh, Phó Chủ tịch UBND tỉnh Bà Rịa-Vũng Tàu cho biết, theo kế hoạch cầu Phước An sẽ được khởi công vào tháng 9/2022. Đó là lộ trình đã được xác định và quyết tâm thực hiện. Do đó, Ban Quản lý dự án giao thông khu vực Cái Mép-Thị Vải cần thống kê lại và lên kế hoạch làm ngay; đồng thời quá trình triển khai vướng ở đâu, tháo gỡ ở đó.

Dự án cầu Phước An là công trình giao thông cấp đặc biệt do UBND tỉnh Bà Rịa-Vũng Tàu cấp quyết định đầu tư. Chủ đầu tư là Ban quản lý dự án giao thông khu vực cảng Cái Mép-Thị Vải. Tổng diện tích dự án là 13,19 ha, trong đó phạm vi thuộc địa phận tỉnh Bà Rịa-Vũng Tàu là 4,67 ha.

Cầu Phước An có chiều dài 4,3km, trong đó phần cầu vượt sông Thị Vải dài 3.514m; còn lại là đường dẫn. Phần tuyến được thiết kế theo tiêu chuẩn đường đô thị có vận tốc 70km/h.

Theo thiết kế, phần cầu dẫn có chiều rộng 23,5m; cầu chính rộng 25m gồm 4 làn xe cơ giới, 2 làn xe thô sơ. Tháp cầu trụ chính cầu Phước An làm bằng bêtông cốt thép vuốt cong vào giữa tạo kiến trúc,hình dạng “Ngọn lửa – Cánh buồm” theo phương án kiến trúc đã được phê duyệt. Ban quản lý dự án giao thông khu vực cảng Cái Mép – Thị Vải cho biết, công trình sẽ hoàn thành công trình sau 5 năm thi công và nối thị xã Phú Mỹ, tỉnh Bà Rịa-Vũng Tàu với huyện Nhơn Trạch, tỉnh Đồng Nai.

Dự án cầu Phước An đã được Bộ Giao thông Vận tải chấp thuận vị trí xây dựng, thẩm định báo cáo nghiên cứu tiền khả thi; Quốc hội có Nghị quyết phê chuẩn kế hoạch đầu tư công trung hạn giai đoạn 2021-2025, trong đó dự án cầu Phước An được bố trí kế hoạch vốn bằng nguồn ngân sách Trung ương; Thủ tướng Chính phủ cũng đã có quyết định phân bổ vốn ngân sách Trung ương cho dự án; Hội đồng Nhân dân tỉnh Bà Rịa-Vũng Tàu đã có Nghị quyết phê duyệt chủ trương đầu tư dự án cầu Phước An.

Năm 2022, Bà Rịa-Vũng Tàu đã phân bổ 100 tỷ đồng cho việc triển khai thực hiện dự án cầu Phước An. Ban Quản lý Dự án giao thông khu vực Cái Mép-Thị Vải đang tích cực thúc đẩy giải ngân; khẩn trương thực hiện các kế hoạch của gói thầu đã phê duyệt.

Hoàn thành công tác lựa chọn nhà thầu

Hiện tại, dự án đã hoàn thành công tác lựa chọn nhà thầu khảo sát lập hồ sơ thiết kế kỹ thuật, dự toán, thiết kế bản vẽ thi công đồng thời đã hoàn thành công tác kiểm kê đất tại thị xã Phú Mỹ… Ban Quản lý dự án giao thông khu vực Cái Mép-Thị Vải đang hoàn thiện hồ sơ khung chính sách bồi thường theo gợi ý của Bộ Tài nguyên Môi trường để trình Chính phủ quyết định. Dự kiến đầu tháng 7/2022 sẽ hoàn tất công tác rà phá bom mìn. Về công tác giải phóng mặt bằng, UBND thị xã Phú Mỹ đã kiểm kê xong đang chờ khung chính sách để thực hiện bồi thường cho người dân có đất bị thu hồi.

Hơn 10 năm qua, hệ thống cảng biển container nước sâu Cái Mép-Thị Vải đã đi vào hoạt động nhưng mới chỉ đạt khoảng 50% công suất thiết kế. Một trong những nguyên nhân là cảng này thiếu kết nối giao thông với các tỉnh thành miền Đông và miền Tây.

Do đó, cầu Phước An có ý nghĩa quan trọng nhằm kết nối cao tốc Bến Lức-Long Thành với khu vực Cái Mép – Thị Vải, giúp việc vận chuyển hàng hóa từ Đồng bằng sông Cửu Long và các khu vực lân cận đến cụm cảng Cái Mép – Thị Vải nhanh chóng hơn. Thuận lợi về giao thông kết nối sẽ giúp Bà Rịa – Vũng Tàu có lợi thế hơn để thu hút nguồn hàng về cụm cảng Cái Mép – Thị Vải, qua đó phát huy thế mạnh từ kinh tế cảng biển.
