Theo đề xuất của UBND TP.HCM, cảng trung chuyển quốc tế Cần Giờ sẽ có công suất gấp gần 3 lần cảng Cát Lái, với nhiệm vụ bổ sung cho hệ thống cảng biển Cái Mép – Thị Vải, không cạnh tranh làm suy yếu hệ thống cảng biển hiện có.
Cảng Cần Giờ sẽ đón tàu tuyến châu Âu, Phi, Mỹ
Phát biểu tại một hội nghị mới đây, Chủ tịch UBND TP.HCM Phan Văn Mãi cho biết, thành phố đang phối hợp với các nhà đầu tư, Bộ GTVT xây dựng đề án Cảng trung chuyển quốc tế Cần Giờ.
Trước đó, UBND TP.HCM có văn bản gửi Thủ tướng về việc thành phố cùng Bộ GTVT đã làm việc với Tập đoàn MSC/TIL – hãng tàu container lớn thứ hai thế giới về đề xuất dự án đầu tư cảng trung chuyển quốc tế tại huyện Cần Giờ, TP.HCM.
Theo đó, Bến Cần Giờ ở cửa sông Cái Mép có mực nước sâu, nằm trên các tuyến hàng hải quốc tế, có thể đáp ứng tàu tải trọng lớn như các tuyến ở châu Âu, Phi, Mỹ. Khu vực đủ điều kiện thuận lợi hình thành cảng container quốc tế, tạo lợi thế cạnh tranh với các nước trong khu vực cũng như đột phá phát triển kinh tế biển thành phố và cả nước.
Tổng mức đầu tư dự án khoảng 6 tỷ USD
Dự án đầu tư, khai thác cảng trung chuyển quốc tế Cần Giờ có tổng mức đầu tư khoảng 6 tỷ USD. Kinh phí đầu tư dự án được huy động từ doanh nghiệp trong và ngoài nước. Dự án mang tính khả thi cao do nhà đầu tư là một trong những hãng vận tải tàu biển hàng đầu thế giới
Quy mô xây dựng hơn 7km cầu cảng, có thể tiếp nhận tàu container lớn nhất thế giới hiện nay (24.000 TEUs), công suất thông qua khoảng 10-15 triệu TEUs. Khu cảng trung chuyển dự kiến chia làm 7 giai đoạn triển khai. Giai đoạn 1 làm vào đầu năm 2024, khai thác 4 năm sau đó. Giai đoạn cuối sẽ được hoàn thành năm 2040.
Khai thác tối đa cụm cảng số 4
Khác với các cảng trong khu vực Đông Nam Bộ, Cảng Cần Giờ được xác định là cảng trung chuyển quốc tế. Chủ tàu số 1 thế giới là MSC cam kết với Liên doanh thực hiện dự án mục tiêu khai thác 80% là hàng trung chuyển quốc tế được mang từ các nước khác về. Khối lượng hàng hóa trung chuyển quốc tế nằm ngoài các các dự báo trong quy hoạch phát triển cảng biển Việt Nam.
Việc xây dựng Cảng trung chuyển quốc tế Cần Giờ nhằm khai thác tối đa chức năng của cụm cảng biển số 4. Dự án chỉ mang tính bổ sung cho hệ thống cảng biển Cái Mép – Thị Vải, không cạnh tranh làm suy yếu hệ thống cảng biển hiện có.
UBND TP kiến nghị Thủ tướng giao các bộ ngành liên quan đánh giá lợi thế, khả năng đáp ứng các điều kiện… hình thành khu cảng; Đồng thời, kiến nghị Trung ương xem xét, đề xuất điều chỉnh quy hoạch cảng biển khu bến Cần Giờ.
