Bộ Quốc phòng vừa có công văn gửi UBND tỉnh Bình Phước liên quan đến chủ trương quy hoạch sân bay Hớn Quản, tỉnh Bình Phước (sân bay Téc Nic cũ) thành sân bay chuyên dùng.

Cụ thể, Bộ Quốc phòng nhất trí chủ trương quy hoạch sân bay quân sự Hớn Quản thành sân bay chuyên dùng theo đề nghị của UBND tỉnh Bình Phước.
Bộ Quốc phòng đề nghị UBND tỉnh Bình Phước thực hiện quy hoạch vị trí sân bay Hớn Quản vào quy hoạch tỉnh, phù hợp với quy hoạch tổng thể phát triển kinh tế – xã hội của địa phương, lập hồ sơ gửi Bộ Quốc phòng chỉ đạo cơ quan thẩm định, xin ý kiến các bộ, ngành liên quan và ra quyết định phê duyệt vị trí quy hoạch sân bay chuyên dùng Hớn Quản theo quy định tại Nghị định số 42/2016/NĐ – CP ngày 15/5/2016 về quy định điều kiện, trình tự, thủ tục mở, đóng sân bay chuyên dùng.
Theo Nghị định số 42, sân bay chuyên dùng là khu vực được xác định trên mặt đất, dải mặt nước, công trình nhân tạo sử dụng cho máy bay, thủy phi cơ, trực thăng hoạt động để phục vụ mục đích khai thác hàng không chung hoặc mục đích vận chuyển hành khách, hành lý, hàng hóa, bưu gửi mà không phải vận chuyển công cộng. Máy bay chuyên dùng là các loại trực thăng, thủy phi cơ, máy bay cánh bằng loại nhỏ, máy bay không người lái sử dụng đường băng bằng vật liệu hoặc đất, mặt nước.

Thủ tướng Nguyễn Xuân Phúc đã đồng ý với kiến nghị của Bình Phước là giao sân bay Técníc Hớn Quản cho Bình Phước mở rộng 400 – 500ha để thực hiện sân bay lưỡng dụng theo hình thức đối tác công tư (PPP).
Đất của sân bay đang được cơ quan quân đội quản lý, trước đây sân bày này được hình thành từ thời kháng chiến chống Pháp và gắn với việc phát triển các đồn điền cao su.
Hiện tại, Bộ Quốc phòng nhất trí chủ trương quy hoạch sân bay quân sự Hớn Quản thành sân bay chuyên dùng theo đề nghị của UBND tỉnh Bình Phước.
Tỉnh cũng kiến nghị Thủ tướng mở rộng và quy hoạch mới nhiều khu công nghiệp trên địa bàn. Điều này có thấy việc tỉnh Bình Phước muốn xây dựng sân bay lưỡng dụng nhằm chuyển hướng phát triển mạnh công nghiệp tại khu vực này.
